• At least 12 years of proven record with increasingly responsible experience in planning and managing technical and development co-operation programs, preferably related to disaster mitigation, preparedness, response and recovery.
• An in-depth knowledge of disaster risk issues in the country.
• Application of theoretical knowledge in the design and management of multi-disciplinary capacity building programs involving government, civil society or international organizations.
• Proven analytical and writing skills.
• Demonstrated abilities in guideline formulation, team building, team leadership and management, preferably related to the UN and Government systems.
• Experience in establishing networks and partnerships at the operational level.
• Experience of working with government departments and with communities directly, preferable;



Under the overall leadership and guidance of the National Project Director (NPD), the National Project Manager will be responsible for management of project activities at the national level in collaboration with selected federal ministries, provincial departments concerned, district governments and other relevant stakeholders. The NPM will perform following tasks:

1.  Management of project implementation

  • Ensure smooth overall management of the project 
  • Lead the project team in a systematic manner and hold regular meetings to discuss implementation progress, work plans, expenditures, and individual performance
  • Provide direction and solutions to the project staff
  • Resolve problems in implementation
  • Facilitate convening of Project Steering Committee meetings twice a year
  • Serve as the Secretariat to the Project Steering Committee
  • Prepare annual and quarterly work-plan and budget as per prescribed format
  • Prepare Monitoring, Evaluation and & Communication plans for the project 
  • Prepare and update risk and issues log   
  • Provide support and help in recruitment of the project team, procurement of project equipment and hiring of short term consultants or sub-contractors as per requirements endorsed in work plans
  • Ensure compliance to security procedures
  1. Coordination and advocacy
  • Ensure effective coordination of all interventions by developing close working relations

with all stakeholders, especially the Government of Pakistan, donors, and civil society.

  • Implement the partnership arrangements with UN agencies, as agreed in the Program

      Document and harmonize interventions with other UN Agencies.

  • Provide regular technical and administrative support to the NPD to ensure accomplishment of project objectives and benchmarks.

3. Monitoring and Reporting

  • Monitor the project to ensure that it is achieving the required targets
  • Ensure that Annual Work Plan for the year is prepared and duly cleared by the PO UNDP and NPD for approval by the Project Steering Committee.
  • Ensure that quarterly work plans and progress reports submitted within one week of the end of the respective term, addressing,  i) consolidated sub-project results and impact, ii) key implementation issues and risks affecting work-plan implementation and proposed coping strategies, iii) experiences and strategic lessons learnt, iv) budgetary and financial expenditure details.
  • Ensure field based monitoring of the implementation of project interventions through    regular visits and meetings with different stakeholders; e.g. federal ministries, provincial governments, local authorities, civil society partners, academic institutions and communities. 

4. Resource Mobilization:

  • To assist in the mobilization of resources for project implementation and prepare agreements in line with the prescribed procedures and guidelines.
  • Manage mobilization and provision of project inputs and production of outputs, according to the project document and procedures.
  • Assist in mobilization of cost-sharing resources from the government, donors and other partners to leverage UNDP resources.

5. People Management

  • Provide leadership to the team in management of the project by personal example
  • Mentor the project team by providing them technical advice about their work
  • Discuss problems and issues with the team members and advise them about possible solutions
  • Hold regular team meetings to discuss progress, issues and solutions
  • Be sensitive to the individual working styles of team members.
