Description:
 

Background

The UNDP Country Office in Pakistan is planning a substantive strengthening in programme orientation towards a more strategic and innovative approach. This is in line with UNDP corporate change initiated in 2000 (ref. Corporate business plan) and in view of the new programming cycle for Pakistan 2004-2008. Corporate change includes the branding of UNDP effectuated in 2002, identifying UNDP as the UN development network with seven areas of signatures service or practice areas. The corporate Strategic Results Framework includes five goals, each with a few strategic areas of service and related outcomes against which country offices report results annually.

In close collaboration with the Government of Pakistan, it is also planned to expand the programme significantly.  National ownership is fundamental and national execution modality is currently applied in 95% of the programme. In the context of UN reform, cooperation with other UN agencies has to be a salient feature in the UNDP programme that will flow from the Common Country Assessment (CCA) and the UN Development Assistance Framework (UNDAF) for Pakistan. In the UNDAF, the Millennium Declaration is the main frame of reference and the eight Millennium Development Goals (MDGs) guide the selection of success indicators, and Pakistans Poverty Reduction Strategy Paper provides the national framework of linkage. 

In order to ensure the substantive strengthening required the UNDP country office is engaging a national expert as Senior Advisor for Policies, Partnerships and Outreach   

Job Description

Policy Analysis and advice for Programme Effectiveness 

Activity/Task Thorough analysis of the political, social and economic situation in the country and collaborative preparation and revision of key planning documents.

Activity/Task Monitoring country outcomes on poverty alleviation and UNDP actions, inputs and results as well as GOP strategic priorities, actions and donor commitments and responses; Processing and analyzing information on poverty alleviation and ensuring consistent attention to this concern.

Activity/Task Strengthening internal linkages between Environment, Gender and Governance Units for developing more effective project portfolio on poverty alleviation ; identifying strategic and innovative programme areas of cooperation with GoP, civil society, donors and other partners.

Activity/Task Internal coordination on programme development and use of poverty alleviation tools through UNDPs success stories. Strengthening efforts to design innovative poverty alleviation projects, scale up successful initiatives and provide advocacy support for resource mobilization from key partners and donors for mainstreaming UNDP successes.

Enhanced coordination with key partners, high visibility of UNDP in strategic forums and coherence in collaboration with key partners.

Activity/Task Supporting and enhancing ongoing cooperation towards more upstream, country level strategic approaches Facilitating cooperation on issues related to poverty alleviation through liaison and consultation with Planning Commission, Ministry of Finance and other government, and non-governmental agencies including academic bodies and institutions.

Activity/Task Ensuring coordination with Government on MDG, PRSP and MTDF, representation of UNDP at various forums and formal and informal interaction with  donor groups..

Strengthened partnership with government, donors and Civil Society Organizations (CSOs).

Activity/Task Networking with donors based on strategic convergence of priority areas and ensuring information flow on collaborative activities in cooperation with other colleagues.

Activity/Task Regular interaction with government for policy advocacy on poverty related issues and joint programming for improvement of service delivery at local level..

Activity/Task Keeping close contact with CSOs especially RSPN for synergy and resource mobilization.

Activity/Task Exploring strategic partnerships with the private sector and promoting private-public partnerships.

Activity/Task Promoting collaboration with academic institutions and think tanks to draw common research agenda and work on issues of common interest.

Enhanced UNDP positioning, outreach through media and public interaction

Activity/Task Responsible for development and implementation of Media and Public Information Strategy., knowledge building and management.

Activity/Task. Promoting strengthening of poverty alleviation through advocacy with the government, interaction with media and civil society organizations.

Activity/Task Responsible for developing annual media and public information work plan and its implementation.

Activity/Task Supervising the work of Media and Advocacy Officer.
