The Refugee Affected and Hosting Areas programme (RAHA) has been designed to promote regional stability and compensate for the social, economic and environmental consequences wrought on Pakistani communities by the presence of more than 3 million Afghans over the past 30 years. For the 1.7 million registered Afghans remaining in Pakistan after the large-scale repatriation since 2002, the programme is promoting peaceful co-existence with local communities until conditions in Afghanistan are conducive for their return.
The overall objective of the RAHA programme is to improve livelihoods, rehabilitate the environment and enhance social cohesion within communities of refugee-affected and hosting areas. Public services are being improved and policies made more effective by strengthening the capacities of the government, community institutions and vulnerable groups.
RAHA is a five-year initiative between the Government of Pakistan (SAFRON/CCAR/EAD), the UN System, International Donors including EC and implementing partners. Under the framework of the One UN in Pakistan, RAHA is a Joint Programme Component of the Disaster Risk Management Joint Programme within the UN Delivering as One.
Objectives and major issues to be addressed
The objectives of this review are to:
A. Assess the level of the inputs, outputs, results, and their effectiveness in the attainment of the planned results and outputs of the programme as a whole and the different components of the programme;
B. Assess if the programme's original purpose, objectives and results remain valid after its first year implementation on ground.
C. Examine the possibility of adopting an area based approach for RAHA;
D. Comment on the management of the programme, on the coordination between the partners, on decision-making process and the monitoring systems in place, and on the level of participatory interaction among the programme’s partners and recipients;
E. Recommend a course of action and direction, to ensure that the programmes objectives, expected results and outputs and/or their modifications, are met during the remainder of the program.

This review will require a multi-disciplinary team (with at least one female member) with competencies including participatory appraisal and consultation, quantitative and qualitative data combination and the linking of local and policy level analysis. Strong analytical skills are needed.
The team should be made up of local reviewers with competencies that will enable the analysis to build on longer-term insights about the issues in question. The particular multi-disciplinary mix of the Team should reflect the focus of the RAHA on livelihoods recovery through social mobilisation, capacity building and infrastructure rehabilitation in the context of the earthquake affected areas. All members of the team should have previous experience in evaluation of large scale rural development projects.
The team will be headed by a team-leader – livelihood & training specialist. A community development specialist makes up the second member of the team.

• 10-15 years of experience in senior management of rural development in Pakistan
• Previous experience as team leader of evaluation missions
• Proven background in livelihoods, livelihoods assessments and sustainable livelihoods approach
• Specific experience with skill-development training, community-based capacity building
• Experience in working in a post-disaster environment
• Well developed background in gender and gender mainstreaming in a programme context
• Well developed analytical skills and report writing skills (in English)
• Well acquainted with UNDP and donors procedures on programme implementation and evaluation
The team-leader will:
• Provide the leadership to the team who will conduct the review and assign tasks to the members accordingly
• Conduct the review according to the methodology and timeframe specified in the ToR of the assignment.
• Bear responsibility for the deliverables of the programme review as specified in the ToR of the assignment.
• Act as liaison with UNDP for the duration of the assignment
• Assess the actuation of the RAHA in accordance with the objectives and the key-issues and questions as described in the ToRs of the assignment.
