Experience:

Minimum 15 years in institutional/organizational strategies development, design, structure, rules and procedures at the national and provincial levels. Clear cut understanding of the working of government (federal, provincial, districts), donor agencies, NGOs and corporate sector in Pakistan and Khyber Pakhtunkhwa or FATA in particular.

Description:
 

The consultant will work on the following:
A.      FATA Bomb Blast Victims
• Prepare annual work plan to complete the above mentioned assignment of formulating a project document in consultation with UNDP and FDMA.
• Do a literature review and conduct limited research (primary: key informant interviews and FGDs and secondary data analysis) for the project design and methodology incorporating the socio-economic and physical and psychological rehabilitation needs of the stakeholders.
• Identify the needs of the victims through focus group discussions and also incorporate the findings from the workshop consultations carried out by the social welfare department.
• Design and develop an institutional mechanism for facilitating the funding for the terrorism victim’s and families.
• Share findings of the consultations with partners with UNDP and FDMA on the support expected from the victims’ families relating to socio-economic integration and physical rehabilitation and any other issues.
• Design, conduct and report the stakeholders’ consultative workshops (01 National, 01 Provincial and 01 Divisional) on the design of the project document.
• Submit the final project document to UNDP
• Submit the correspondence from the relevant stakeholders supporting the project document.
• Present the project to various approval forums. 
• Revise the project document in the light of comments received from the stakeholders
B.      FATA Rehabilitation, Reconstruction and Settlement (FaRRS) Cell
• Prepare annual work plan to complete the above mentioned assignment of formulating a project document in consultation with UNDP and FDMA.
• Do a literature review and conduct limited research (primary: key informant interviews and FGDs and secondary data analysis) for the project design and methodology incorporating institutional development, social sector and livelihoods recovery, crisis prevention and disaster response
·   Identify the needs of the affectees in FATA through focus group discussions and also incorporate the findings from the workshop consultations.
• Design and develop an institutional mechanism for facilitating the funding for the affectees and their families.
• Share findings of the consultations with partners with UNDP and FDMA on the support expected by the affectees’ families relating to socio-economic integration and physical rehabilitation and any other issues.
• Design, conduct and report the stakeholders’ consultative workshops (01 National, 01 Provincial and 01 Divisional) on the design of the project document.
• Submit the final project document to UNDP
• Submit the correspondence from the relevant stakeholders supporting the project document.
• Present the project to various approval forums.

The consultant will report to the Programme Officer, UNDP – CPRU, Islamabad.

Payment Schedule:
A.      FATA Bomb Blast Victims
1.       5% upon submission of Work Plan
2.       5% upon Organizing and conducting Focus Group Discussions (FGDs), interviews and secondary data analysis
3.       5% upon submission of Proposed Institutional framework and mechanism
4.       5% upon completion of Design, conduct and report the stakeholders’ consultative workshops (01 National, 01 Provincial and 01 Divisional)
5.       10% upon submission of Project document and budget
6.       5% upon submission of Resource Mobilization Strategy
7.       10% upon submission of Finalized Project document and budget
8.       5% upon Project presentation to various forums
