The candidate should possess a Bachelors Degree in Commerce/Accounts with 8 years of relevant experience. Experience of donor funded projects shall be preferred. Knowledge of computers and use of accounting software is essentially required.

Description:
 

Background: 
Supporting pro-poor governance for legal empowerment of the poor (Pro-GOLE) (2011-2013) is an initiative undertaken by the UNDP aimed at increasing the legal awareness of the disadvantaged and marginalized sections of society. The project supports protecting and advancing the legal rights of marginalized and informal businesses. The right to do Business component will be viewed from the standpoint of the demand and supply side distinctively, legal services outreach will be extended to marginalized/informal businesses and, marginalized businesses will be mobilized to access legal/business services.

Supporting pro-poor governance for Legal Empowerment of the Poor (Right to do business – Pillar 4) intends to hire Accounts and Admin Officer. The Accounts and Admin Officer, under the guidance and supervision of Project Officer.

  • Assist the Programme Officer in the preparation of work plans, budgets and financial plans.
  • Develop and process requests for advances to the UNDP-Country Office and ensure settlement of all advances in accordance with PCOM and UNDP procedures and guidelines;
  • Manage utilization of quarterly advances in accordance with quarterly work plans in collaboration with NPM and keep track of all project funds received, disbursements, financial obligation and advances;
  • Maintain financial records of all received project funds and disbursements and manage their utilization in accordance with the work plans.
  • Process financial claims and facilitate approval through appropriate documentation and record keeping in line with UNDP procedures.
  • Prepare Cash payment/Bank payment/ Journal vouchers together with complete supporting documentation with reference to every financial transaction.
  • Prepare and maintain ledgers relating to financial commitments, monthly financial statements and a non- expendable property ledger.
  • Maintain financial disbursement ledgers for all expenditures in accordance with financial management procedures.
  • Update all other financial ledgers; maintain project accounts and petty cash accounts in accordance with UNDP rules.
  • Prepare payment requests/vouchers/travel claims with thorough documentation before handing over to the relevant person for signatures.
  • Act as focal person for project’s audit for the UNDP and facilitate auditors during annual/quarterly project audit.
  • Resolve issues relating to taxes and duties on project procurements and transactions.
  • Provide support services and advise staff members in financial matters pertaining to the project.
  • Generate purchase orders for procurement of equipment, stationary etc.
  • Coordinate with Regional Coordinators for meeting administrative and financial requirements for field activities.
  • Liaise with vendors/suppliers for quality discrepancy and maintenance issues.

To perform any other duties as may be required to perform with reference to the financial management of the project.
