A mature professional, with 7 years experience of Project Management and the ability to interact with government institutions, donors, legal fraternity and grass roots organizations at the same time. Preference shall be given to candidates with an advanced degree in Management and Social Sciences with a pre-requisite in Law as a basic qualification. Experience in managing donor-funded projects shall be considered an asset. Proficiency in English language and computer skills is essential. Excellent communication skills.

Description:
 

Background: 
Supporting pro-poor governance for legal empowerment of the poor (Pro-GOLE) (2011-2013) is an initiative undertaken by the UNDP aimed at increasing the legal awareness of the disadvantaged and marginalized sections of society. The project supports protecting and advancing the legal rights of marginalized and informal businesses. The right to do Business component will be viewed from the standpoint of the demand and supply side distinctively, legal services outreach will be extended to marginalized/informal businesses and, marginalized businesses will be mobilized to access legal/business services.

Supporting pro-poor governance for Legal Empowerment of the Poor (Right to do business – Pillar 4) intends to hire a Programme Officer. The Programme Officer, under the supervision of National Project Director/Manager will be performing the following tasks and responsibilities.

  • Assist the National Project Director/Manager in developing effective management controls for Pillar 4 of the Project.
  • Assist in execution/implementation of the project components of Pillar 4 in accordance with the activity plans.
  • Prepare periodic work plans and/or manage implementation in accordance with previously drawn up work plans.
  • Prepare required reports for submission to the Project Management Unit (PMU) of the Pro-GOLE project.
  • Prepare periodic progress reports that correspond to work plans.
  • Assist engagement with relevant stakeholders and coordinate consultative processes with them in relation to project outputs.
  • Assist identification and engagement with consultants as and when specified in the activity plans for achieving project outputs including drafting terms of reference for recruiting the consultants.
  • Organize meetings and maintain documentation with reference to project activities.
  • Co-ordinate the work assignments of the regional co-coordinators/consultants for carrying the project activities forward.
  • Monitor program activities and appraise activities in accordance with the Key Performance Indicators (KPIs) as laid in the activity plans.
  • Take and delegate responsibility for coordinating program activities and making logistical arrangements for such activities including conferences, workshops and other events/interactions.
  • Manage and reconcile program expenses/budgets and oversee accounting functions.
  • Perform any other duties as required by the Project and National Project Director/Manager
