TERMS OF REFERENCE FOR DISTRICT ENGINEERS

REHABILITATION OF GOVERNMENT BUILDINGS AND PROVISION OF ESSENTIAL EQUIPMENTS

EARLY RECOVERY   OF LOCAL GOVERNANCE PROGRAMME


INTRODUCTION

The UNDP under the Early Recovery of Local Governance Program intends to hire the services of qualified individual consultants for Assessment and Rehabilitation of Government Buildings affected in 2010 floods. The scope of assignment besides Rehabilitation of damages to the Government Buildings also includes identification and Procurement of essential equipments damaged in the floods of 2010. Main objective of the program is to restore capacities of local institutions for recovery of flood affected communities and protection of their rights. The list of districts covered in the program is attached.

NUMBER OF POSITIONS AND DUTY STATION

Services of Twenty Nine District Engineers, one each for Bakhran, Jaffarabad, Kohlu, Nasirabad and Sibi Districts of Balochistan, Charsadda, D.I. Khan, Kohistan, Mardan, Nowshera, Peshawar, Swat and Shangla Districts of Khyber Pakhtunkhwa, D.G. Khan, Khushab, Layyah, Mianwali, Muzafargarh, Rahim Yar Khan and Rajanpur Districts of Punjab, Badin, Ghotki, Jacobabad, Kashmore, Khair Pur, Qamabar Shadad Kot, Shikarpur, Sukhur and Thatta Districts of Sindh are required. 

SCOPE OF THE ASSIGNMENT

The assignment should focus on the assessment and rehabilitation of office buildings under the use of Local Administration, Revenue Department, Agriculture, Livestock and Cooperation Department, Elementary and Secondary Education Department and Health Department damage in the 2010 floods. In addition to that essential equipments required for efficient functioning of these offices shall also be identified.


JOB DESCRIPTION

Under the overall supervision of the Team Leader for Assessment and Rehabilitation of Government Buildings affected in 2010 floods, the incumbent will perform following duties in the assigned district:

1. Collect & review the inventory showing details of buildings and equipments in the assigned district
2. Discussion with the stakeholders on earlier assessment of damages (if any)
3. Assess the nature and magnitude of the damages  to the government buildings and equipments during 2010 floods
4. Calculate the cost of rehabilitation works based on prescribed Composite Schedule of Rates or market rates
5. Describe specifications of rehabilitation works for each site
6. Quantity, Specifications and  cost of essential equipments for each office based on market rates
7. The total cost of rehabilitation works and equipments
8. Provide Co-ordinates (Latitudes & Longitudes) and sufficient number of photographs for each site, where the work has to be performed
9. Write Draft Assessment Report highlighting findings and recommendations for each site
10. Final Assessment Report after responding to the comments of stakeholders
11. Prepare Implementation Plan for Rehabilitation Works including packaging of works
12. Assist in procurement of contractors for rehabilitation works including short listing, preparation of tender documents and evaluation of bids
13. Assist in procurement of suppliers for the equipments
14. Detailed supervision of rehabilitation works
15. Detailed measurement of works during implementation
16. Recommend interim & final payments to the contractors and suppliers
17. Progress review of rehabilitation works
18. Closing of contracts with the vendors
19. Handing over of buildings and equipments to the client
20. Final Completion Report for each site

DELIVERABLES

1. Work Plan showing timelines for each activity and mile stone
2. Methodology and Questionnaire for the field visits
3. Assessment for all government buildings and Equipment damaged during 2010 floods
4. Draft Assessment Report including Cost Estimates, Specifications, Drawings, Photographs, Coordinates etc. for the proposed rehabilitation works and equipments
5. Final Assessment Report
6. Bids Evaluation Report for each work/ tender
7. Monthly Progress Reports during implementation phase
8. Final Completion Report including handing over certificates for each site
