The Wafaqi Mohtasib’s Secretariat (WMS), in accordance with its mandate to facilitate the public with the assistance of Federal Agencies to redress public grievances, has initiated a project in collaboration with UNDP for strengthening public grievance redress mechanisms (SPGRM). The project has the following objectives:
(i) To improve redress and response systems and procedures on accountability, transparency and integrity (ATI) to enable closer alignment with the needs and expectations of citizens;
(ii) To increase public demand for ATI in service delivery; and
(iii) To facilitate availability of and access to information regarding grievance redress and service delivery mechanisms and standards.
The position of Research and Studies Specialist is very pivotal position in the SPGRM project. He/she will remain involved in several original research assignments and will also supervise the progress of several on-going activities. He will also provide support to the other members of the project team especially Communication Officer. Major activities to be looked after by him/her during project cycle are briefly listed below:-
Collect laws, regulations, rules, instructions of the federal agencies for preparing manuals for the guidance of Investigating Officers
Support Research Wing of the Wafaqi Mohtasib’s office by carrying out researches on topics of mutual interest mostly systemic issues/weaknesses of federal agencies
Develop knowledge products such as studies, thematic reports, guides on effective grievance redress, effective service delivery, administrative justice, freedom of information, etc
Write briefs and prepare graphic material for quarterly Ombudsman’s Newsletter and other publications
Undertake library research, locate technical sources of data and assist in writing articles, papers and reviews in subject areas related to the work of the project
Update, print / distribute Public Complaints Directory
Prepare correspondence and assist in distribution of information materials
Assist in preparing information materials and tracking modifications for the website;
Follow-up on the implementation of improved Standing Operating Procedures (SOPs) within the targeted federal agencies through meetings for inclusion of the new Sops in their trainings etc.
Develop TORs of consultants and prepare Request for Proposals for firms/companies for assignments involving research
Supervise and coordinate the work of consultants and firms/companies on research related assignments.
Facilitate and support innovative interventions such as launching of civil society-led accreditation system for federal government agencies, continuous improvement benchmarking exercise and investigations of public interest through Special Response Team and documenting best practices for dissemination to different stakeholders
Participate in final evaluation and exit conference of the project.
