The candidate should have at least 7 years of experience in formulating, monitoring and evaluating development projects;
Should have expert knowledge of the development landscape, government systems and sound understanding of administrative justice issues;
Excellent report writing skills and computer skills for data analysis; and
ability to work in a complex and multi-stakeholders environment.

The candidate should ideally have knowledge of the logical framework approach and other strategic planning approaches, M&E methods and approaches including quantitative, qualitative and participatory; and planning and implementation of M&E systems.
S/he should be able to work independently with minimum supervision and be able to deliver on time.
Awareness of and commitment to issues of gender equality, inclusion of minorities and community participation is essential



The SPGRM is an intervention of the UNDP and the Wafaqi Mohtasib Secretariat (WMS) (Federal Ombudsman Office, Pakistan). The key objectives of the project are as follows : 
(i) To improve public grievance redress mechanisms and their outreach to enable closer alignment with the needs and expectations of citizens;
(ii) To increase public demand for transparency and accountability in service delivery through enhanced civic engagement; and 
(iii) To facilitate availability of and access to information regarding grievance redress and service delivery mechanisms and standards.
The methodology adopted to achieve these objectives will be based on institutional strengthening, public outreach and advocacy and consensus building.

Job Description:

The M& E officer, in coordination with the project manager, will be responsible for the following:

1. Help revise the project log frame matrix, in the areas of the objective hierarchy, indicators and monitoring mechanisms.
2. Help develop the Annual work plan baseline.
3. Develop the overall framework for project M&E, for example, annual project reviews, participatory impact assessments, process monitoring, operations monitoring and lessons-learned workshops.
4. Guide the process for identifying and designing the key indicators for each component, to record and report physical progress against the AWPB. Also the process for designing the format of such progress reports.
5. Guide the process for identifying the key performance questions and parameters for monitoring project performance and comparing it to targets. Design the format for such performance reports.
6. Understand and follow the UNDP Monitoring and Evaluation Guidelines.
7. Clarify the core information needs of central project management, the steering committee (or similar body), funding agencies and the cooperating institution.
8. With stakeholders, set out the framework and procedures for the evaluation of project activities.
9. Based on the AWPB and in particular the programme budgets, design the framework for the physical and process monitoring of project activities.
10. Guide staff and implementing partners in preparing their progress reports. Together, analyse these reports in terms of problems and actions needed. Prepare consolidated progress reports for project management to submit to the relevant bodies, in accordance with approved reporting formats and timing.
11. Review monitoring reports, analyse them for impact evaluation and to identify the causes of potential bottlenecks in project implementation.
