The UNODC Country Office for Pakistan (COPAK) is tasked with assisting Pakistan to enhance the Government’s response to the threats of illicit drugs and crime. UNODC has developed a programme to provide support to government authorities in rebuilding law enforcement infrastructure that was damaged in Pakistan’s recent floods. In order to support implementation of this programme, UNODC Pakistan requires the services of a mid-level international Technical Specialist to develop implementation plans and provide advisory services to UNODC and the Government on flood-related assistance to law enforcement authorities.
Assignment Objective
To prepare for, and facilitate, the implementation of UNODC’s programme for flood-related assistance to law enforcement authorities in Pakistan. The management of COPAK will be advised on strategy and implementation modalities.
The incumbent will work under direct supervision of the Representative of the UNODC Country Office for Pakistan. The Technical Specialist will undertake the following substantive duties and responsibilities:
1.       To build provincially specific reference files of flood assessment data and site information (narrative and photographic), and base files and folders for the flood recovery programme for law enforcement authorities. 
2.       To develop equipment procurement lists for the flood recovery programme.
3.       To design, and provide relevant documentation for establishing, a monitoring and evaluation unit that will oversee the implementation of UNODC-facilitated assistance.
4.       To design the field inspection checklist for site inspections of law enforcement facilities.
5.       To develop of a priority listing for the handover of equipment and facility rebuilds.
6.       To develop required supporting documentation to systematize the management of grants.
7.       To liaise with the appropriate government authorities to facilitate the implementation of the flood recovery programme.
Expected Deliverables
·         Provincially specific reference files of flood assessment data and site information, and base files and folders.
·         Equipment procurement lists.
·         A guidance note and other relevant documentation for establishing a monitoring and evaluation unit.
·         Field inspection checklists for site inspections.
·         Preparatory documentation for handover of equipment and buildings to the authorities.
Qualification and Experience
·         An international professional, holding a Master’s degree in Social or Political Science, Economics, or Public Administration, plus at least 5 years of relevant professional experience. Experience in research and project or programme management related to law enforcement would be an advantage.
·         Demonstrated knowledge of crime and drug issues in states with developing or evolving criminal justice systems in Asia.
·         Capacity to analyze needs and formulate recommendations on appropriate responses.
·         Ability to produce concise and actionable advice for executive levels.
·         Excellent verbal and written communication skills in English.
·         Resilience and an ability to work under pressure.
Completion of analytical reports will require the Technical Specialist to be based in Islamabad with the COPAK team, and to undertake some domestic and international travel. The Specialist will undertake research via document review, and interaction with concerned ministries and agencies and international partners.
Planning and Implementation Arrangements
The Technical Specialist will work closely with the Country Programme Development team and the Representative. COPAK staff will support, guide and direct necessary substantive and administrative inputs.
The Specialist will have documents approved by the Representative prior to release.
Payment Schedule and Rate
The Technical Specialist will be issued a consultancy contract and paid in accordance with United Nations rules and procedures. Payment scale will be determined by UNDP recommended rates for expert consultants.  Any travel costs including transportation and DSA for domestic and international travel will be paid by UNODC in accordance with United Nations rules and procedures.
Payment Rates
As a guiding principle, the fees payable should be based in the minimum amount necessary to obtain quality services for UNDP. The principal consideration however is the nature of the assignment the complexity, difficulty and extent of the work to be performed and the degree of expertise required to accomplish it.
