Pakistan continues to suffer from a plethora of natural and human induced hazards that threaten to affect the lives and livelihood of its citizens; e.g. floods, earthquakes, landslides, cyclones and drought, fires, civil unrest and terrorism and transport and industrial accidents. The Climate Change and related disaster risks have added an additional dimension to the task of development planners. The nation’s ability to increase its capacity to withstand natural and human induced disasters lies in the adoption of new strategies. Adopting a proactive approach would include disaster risk reduction with regards to particular hazards. Such an approach would be focused at benefiting the most vulnerable segments of population and it would raise the impact of national development strategy on poverty alleviation.
Role and Responsibilities
The consultant will perform the following tasks

• Submit a monthly report which clearly outlines the inputs and strategic policy direction to the activities of the “Support Landslide IDPs in Hunza Nagar and Gilgit Districts Project” and the regional project of CRM in consultation with the key stakeholders in Pakistan particularly aiming towards strengthening of the GBDMA
• Promote and establish a network of stakeholders for involving them in project-related activities and keeping them in regular information sharing network and hold an international workshop in which there is dissemination of lessons learnt. Submit final report of the workshop.
• Carry out collection of Primary and secondary data for the country specific risk analysis and submit a report
• Carry out country level stakeholder’s consultation meetings and information sharing and conduct  HVR assessments in identified districts to establish a model for replication. Submit HVR report.
• Identification and formulation of  community-based climate risk reduction and preparedness programmes for the identified vulnerable communities
• Submit a UC level DRM planning and implementation of risk mitigation plan at the district level
• Produce at least ten advocacy papers and material for publication on climate risk management.
• Build the capacity of GBDMA to address DRR and climate risk management issues through undertaking demand driven courses and helping them mainstream it at the policy and institutional level.
• Programme implementation in Early Recovery Programme in Northern Areas (NAs)

The consultant will directly report to ACD - CPRU
