5-10 years experience in programme/project design, development, management and monitoring. Persons with hands-on experience of financial and accounting systems would be given preference. The applicant should have proven experience in drought and disaster management/early warning and sustainable livelihood in dryland. A good understanding of issues involved in poverty environment nexus within Pakistani context is essential. S/he should be fluent in English with excellent report writing capabilities. Prior experience with capacity/institution building programmes/projects will be highly desirable. Familiarity with the UNDP rules with respect to national execution modality will be an added advantage.

Description (TORs)

Background The GoP is making serious efforts to address the issues related to poverty-environment nexus through a wide range of programmes and projects. One such programme is called the National Environmental Action Plan (NEAP). The GoP in collaboration with the UNDP has prepared a Programme Document (PD) to facilitate the implementation of NEAP. The PD consists of a number of technical, institutional, regulatory, social and economic interventions in terms of different projects grouped under the following six major sub-programmes (a) policy coordination and environmental governance;  (b) pollution control; (c) ecosystems management and natural resources conservation; (d) energy conservation and renewables; (e) dry-land management and water conservation; and, (f) support for grassroots initiatives.

 The Ministry of Environment is the national executing agency for this programme, while a number of institutions will assume the role of implementing agencies for the sub-programmes relevant to their respective institutional mandates. Programme implementation and coordination will be secured through the establishment of a Programme Management and Implementation Unit (PMIU) to be housed in the Ministry of Environment, and Programme Implementation Units (PIUs) to be housed in respective implementing agencies. A number of technical and managerial staff will be recruited under  the programme, including three Sub-Programme Managers (SPM), to strengthen the  technical and administrative capacities of the respective PIUs. 

Duties  The SPM will serve as one of the core staff of the PIU to provide technical support and assistance to the Sub-Programme Director (SPD) in all aspects of sub-programme level management, coordination, and monitoring. The incumbent will work under the supervision of the SPD and NPM, and in collaboration with the staff of the PMIU and relevant PIUs to carry out the following specific tasks.

Lead and manage the PIU, applying administrative and technical procedures as required by the UNDP under the national execution modality.

Implement all tasks planned under the sub-programme. In this context, coordinate the planning, organization, and implementation of proposed projects and technical studies.

Prepare  and update work plans and budgets on a regular basis, for the relevant sub-programme in close coordination with the PMIU.

Maintain the record of all financial transactions made under the sub-programme in line with UNDP procedures.

Coordinate with all relevant parties in  monitoring the progress of  activities planned under the sub-programme, and organize the meetings of the SPIC.

Preparation of  TOR for  national and international consultants, as well as in the evaluation of perspective candidates.

Preparation of TOR for subcontracts, in the evaluation of tender documents, and assume lead role in monitoring the execution of subcontracts.

Coordinate and supervise the technical activities of national and international experts /consultants to secure the production of outputs planned under the sub-programme.

Liaise with NGOs to promote programme implementation.

Lead the preparation of APR and progress/financial reports of the sub- programme.

Act as a liaison with the PMIU, national implementing agencies, UNDP, and other donors providing financial support to the sub-programme.
Establish effective reporting systems between the PIU and PMIU.
