TERMS OF REFERENCE
 
Capacity Assessment of the HR Department of National Implementation Management Unit (NIMU) of
NATCAP-II Project of United Nations Development Programme (UNDP)
 
BACKGROUND:
 
The National Capacity Building Project (NATCAP) of United Nations Development Programme (UNDP) aims to build the capacity of Economic Affairs Division (EAD) to play an effective role in the coordination and implementation of the UNDP Programme and to develop operational systems and procedures for UNDP Programmes implementation.
 
Significant changes in the role envisaged for EAD in the design, coordination and implementation of UNDP Country Programme and alignment with Paris Declaration on Aid Effectiveness warrants strong coordination, analytical and operational support to EAD. The subject project aims at capacity building of Economic Affairs Division to achieve the followings:
 
§ National implementation Management Unit (NIMU) established and operational in EAD (Project Output 1)
§ Effective Aid Management and Coordination (Project Output 2)
§   Effective planning, coordination, monitoring and evaluation of UNDP CP process (Project Output 3)
§ Programme Development and pilots related to CPAP (Project Output 4)
 
Under the National Implementation Modality (NIM), the role of EAD in the implementation of programmes and projects across the country has increased in volume and complexity. In order to ensure the given mandate, EAD has established a National Implementation Management Unit (NIMU) to facilitate operationalization of the NIM.
 
HR department under NIMU, EAD has assumed its functions, to provide the human resources management services to all NIM projects (25+) with staff strength of 700+ working across the country. These nationally implemented (NIM) projects are executed across Pakistan which also keep on adding since the process of designing and implementing new projects is an ongoing activity under the framework of UNDP country programme. Presently the HR Department of NIMU, EAD is providing following HR services to all NIM projects:
 
REGULAR AND ONGOING HR SERVICES TO ALL NIM PROJECTS
 
  • Appraisal of the new projects to review, analyze and streamline the HR framework to ensure consistency with the organizational policies and procedures
  • Management of the recruitment services
  • Management of the employment separation services
  • Management of the employment & consultancy contracts
  • Management of the performance appraisal system
  • Management of the compensation, benefits and entitlements (social security) services including the health, life and permanent disability insurance converge
  • Providing HR advisory services to the service contract holders and the project management teams on organizational HR policies and procedures
  • HR records management for all NIM Projects
  • Handling disciplinary matters according to the PCOM guidelines
  • Conducting salary survey and review of the compensation system
  • HR reporting to UNDP HR and the senior management
  • Review of the PCOM
 
 
FUTURE PLANS/HR SYSTEM ESTABLISHMENT FOR ALL NIM PROJECTS
 
HR department is planning to provide proactive and innovative solutions to further strengthen the HR management function for all NIM Projects in addition to the regular and routine tasks. Here is the summary of the planned HR activities:
 
  • To design and develop a digital applicants’ screening/short listing system for all NIM Projects to enhance transparency and consistency
  • To design and develop an insurance system for all NC holders through local vendor for health , life and permanent disability insurance
  • To design and develop Human Resources Information System (HRIS)
  • To conduct a comprehensive salary survey for the NC holders of all NIM projects
  • To maintain personal filing system for the NC holders’ at NIMU, EAD
  • To conduct a comprehensive review of the HR chapter of the PCOM
  • To carry out the orientation/training sessions for the NIM staff on the organizational policies and procedures and the workflow of NIMU, EAD
  • To devise new mechanism for handling grievance and disciplinary case
  • To devise the employment ID cards system
  • To engage the services of a legal advisor for legal advisory services related to the labour laws of Pakistan
 
CURRENT STRUCTURE OF THE NIMU, HR DEPARTMENT IS AS FOLLOWS:
 
§ HR Analyst/Team leader-advisor at strategic level (one position)
§ HR Assistant/Team responsible for the management of HR operations (two positions)
 
NIMU, EAD is looking to engage the services of a consultant/consultancy firm to conduct a comprehensive capacity assessment exercise to gauge the balance of the mandate, capacity and resources of the HR department at NIMU, EAD in order to streamline it to achieve the organizational requirements with a proactive approach: Following is the summary of the salient features of this exercise:
 
SALIENT FEATURES OF THE SERVICES REQUIRED ARE GIVEN BELOW:
 
§ Comparison of HR workload in correlation with the HR staff at NIMU
§ Analysis of high staff turnover
§ Review the compensation of HR staff
§ Restructuring of HR staff to ensure efficiency and sustainability
§ Proposal for essential human and infrastructure resources for NIMU
§ To prepare a detailed report for review by and feedback  to senior management
