Background:
 
Pakistan is one of the eight pilot countries for the ‘One UN’ initiative, whose objective is UN system wide coherence for greater development impact in the country.  
 
The UNFPA Country Office in Pakistan is committed to strengthening its support to rights based human development in Pakistan, leveraging on its comparative advantage and mandate, especially aligning its vision for delivering on Gender Equality, women’s empowerment and promotion of women’s human rights. Through its strategic interventions on gender equality and women’s advancement – both in terms of affirmative action and as a cross-cutting theme - in collaboration with the Gov of Pakistan (Ministries of Women Development, Population Welfare, Education, Youth, Health and Census Commission) – UNFPA also continues to be a strategic partner within the One UN on Gender Equality as a cross-cutting theme. 
 
In addition to development challenges, Pakistan is also prone to recurring natural disasters, environmental challenges and is being severely affected by ongoing conflict in its north western- frontier province (Khyber Pukhtoon Khwa) and the recent floods throughout the country. This is further compounded by perpetually spiraling violent radicalization seeping into the mainland further marginalizing women, enhancing their exclusion and exacerbating their pre-existing vulnerabilities.
 
UNFPA is leading the GBV sub-cluster to ensure coordinated efforts to address GBV issues during an emergency. UNFPA is also co-convening with UNIFEM the Gender Taskforce to ensure gender is mainstreamed in both development and humanitarian programmes and projects.  
 
To this end, the UNFPA CO wishes to acquire services of a national Gender/GBV programme officer specialized in strategy development and coordination, project analysis and inter-agency technical capacity building on gender equality. The UNFPA Gender/GBV programme officer’s principal duties will include – managing and reporting on UNFPA’s ongoing gender specific interventions, identifying new and emerging needs and new delivery modalities for technical guidance and support; developing and maintaining technical partnerships with diverse and widening remit of stake-holders; and, to ensure that technical knowledge is updated, generated, collected and disseminated for effective technical, capacity building and policy dialogue.

The UNFPA Gender/GBV Programme officer will work under the direct supervision of the UNFPA Deputy Representative
 
Job Description
 
Advisory role on gender equality, equity and empowerment
 
Provide technical advice to Ministry of Women Development and UNFPA on strengthening UNFPA’s role in promotion of gender equality in Pakistan through strategic positioning, aligned action and monitoring of ongoing activities.
Work closely with all CO Programme Officers to support them in integration of Gender Equality within their work-plans, identify strategic programme opportunities and develop further programmatic frame-works for strategic UNFPA role - through consultation and collaboration with relevant partners – to address issues related to Gender Equality including emergency response, youth, maternal health, fistula, RH rights, HIV & AIDS, aid effectiveness and human security;
Identify and provide analytical based advice on UNFPA’s comparative substantive role and specific contribution in the changing development agenda, and participate in policy dialogue around Gender Equality and Women’s Empowerment;
Represent UNFPA and participate in Inter-Agency Group, where appropriate, on Gender Equality initiatives, especially in supporting and monitoring further development and implementation of UN Joint Programming with specific emphasis on Gender Equality and Women’s Empowerment Issues.
Contribute substantively within the country office to ensure knowledge management, documentation and dissemination of lessons learned regarding promotion of gender equality in Pakistan; keep track of resource mobilization efforts for relevant programming.
Contribute to strengthening and maintaining strategic partnerships with partner Civil Society Organizations working towards Gender Equality and women’s empowerment in Pakistan
 
Programme Planning, Management and Reporting
 
Contribute to the preparation of programme documents and annual workplans by providing advice and gender analysis of country context and programming areas, identifying potential risks, impacts, expected results, indicators, constraints and opportunities for promoting gender equality
Be updated on emerging gender issues for input into UNFPA programming and as needed, facilitating research, collecting, generating, maintaining, analysis and regular updating of country-level Gender Equality indicators (quantitative and qualitative), highlight key gender issues in general and those specifically related to UNFPA programme priority areas, and prepare feedback reports as inputs into country level situational monitoring and reporting
Implement and monitor UNFPA gender projects in collaboration with Implementing Partners
Organize quarterly and annual review of UNFPA gender projects, prepare and share highlights including issues and recommendations as input into program review
 
Coordination of humanitarian response
Assist the international GBV sub-cluster coordinator to lead and coordinate the GBV response during emergency with special focus on preparedness and capacity building of national partners, and lead the GBV sub-cluster where necessary after the departure of the international GBV sub-cluster coordinator
Represent UNFPA in the Gender Taskforce as co-convener with UNIFEM and actively link the Gender Taskforce with the GBV sub-cluster
 
Qualifications and Experience
 
  • The incumbent must possess cultural and linguistic fluency relevant to the right holders and must have a thorough understanding of gender issues within cultural settings, particularly gender based violence as well as field dynamics, excellent coordination, interpersonal, as well as monitoring skills, a broad development perspective, networking capabilities, strategic thinking abilities, and ability to work in team;
  • Knowledge and significant skills in Gender Equality and development contexts in Pakistan
  • Thorough awareness and knowledge of and commitment to gender issues as well as GBV prevention and response;
  • Highly developed expertise in group facilitation and conducting community consultations;
  • Thorough understanding of the principles of ICPD, International and national commitments on Gender Equality
  • Experience of facilitating and empowering community groups;
  • Knowledge of key UN mandate issues including reproductive health and gender;
  • Familiarity with the UN system and working methods desirable;
  • Ability to establish effective working relationships in a multicultural team environment;
  • Ability to work under pressure and to complete tasks within tight deadlines;
