Altleast two years prior experience in information management or related field would be an asset. Some experience in the design and successful implementation of new processes and systems would be an asset. Experience in the application of information management in humanitarian response is desirable. Fluency in English (written and spoken) is required.


In order to assist in addressing the humanitarian challenges being faced by Pakistani civilians as a result of major flooding in 2010, OCHA is strengthening its presence in Pakistan in order to provide support to UN agencies, NGOs, donors and other humanitarian organizations working in Pakistan. One of OCHA's strategic priorities will be to support the Humanitarian Coordinator in the coordination of humanitarian affairs for timely and adequate delivery of humanitarian assistance. As such, collation and dissemination of information and field-level coordination will be catalysts in improving the response to humanitarian needs. In this context, OCHA will intensify Information management, resource-mobilization and advocacy efforts.
Under the guidance of the IMO in Islamabad and direct supervision from the Senior National HAO at the respective location, the National IM/Reporting Officer will be responsible for the following:
1. Under the guidance of the IMO in Islamabad, updating and assimilation of global information management standards, policies and procedures to guide related activities within the OCHA Office.
2. Determining and supporting recommendations made by relevant senior OCHA staff on primary data and information elements that are required internally and externally to support humanitarian decision-making.
3. Support and maintain a client-oriented approach with all relevant stakeholders to help identify their information requirements and support activities that ensure that the information needed to support humanitarian operations (and the coordination role of the Humanitarian Coordinator and the OCHA Field Office) is submitted/collected, organized and made available to all humanitarian stakeholders in-country.
4. Assist in strategic and operational decision-making by coordinating the processing and analysis of data and information and presenting it in the format most useful for analysis (e.g. reports, maps).
5. Assist in the management and promotion of OCHA’s standardized document management system (FiDMS).
6. Under the supervision of senior staff, develop, design and implement a structured dissemination plan for all information products and services (e.g. reports, data, maps) through, for example, hard copy, stand alone executable programmes, CD-ROMs and websites.
7. Assist in the collection and management of data entry and the use of standardized systems to support humanitarian operations and the Consolidated Appeals Process (CAP). These standardized databases include: Who Does What Where, Contact Directory, Field Document Management System (FiDMS) and Financial Tracking System.
8. Support the advocacy functions of the office by assisting in the collection, processing, storage and retrieval of documents, including images, of emergencies and vulnerability, as well as relief operations.
9. Perform other duties, as assigned by the Senior National HAO.

Communication – Excellent communication (spoken and written) skills, including the ability to convey complex concepts and recommendations to staff at senior levels, both orally and in writing, in a clear, concise style.
Planning & Organizing – Ability to coordinate the work of others, work to tight deadlines and handle multiple concurrent projects/activities.
Client orientation – Ability to identify client’s needs and match them to appropriate solutions; ability to establish and maintain effective and productive partnerships with clients by gaining their trust and respect; capacity to keep clients informed of [progress or setbacks in ongoing projects. Ability to monitor ongoing developments inside and outside the clients’’ environment to keep informed and anticipate potential problems.
Teamwork – Excellent interpersonal skills, including ability to operate effectively across organizational boundaries; ability to establish and maintain effective partnerships and working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
