In past few years, concerns have been raised about the possible vulnerability of Pakistan coastal areas to tsunamis, and inadequacy of early warning systems as part of preparedness for possible disasters. Those concerns stem from the December 26, 2004, tsunami that devastated many coastal areas around the northern Indian Ocean, where very few tsunami early warning systems were operating. Caused by a strong underwater earthquake off the coast of Sumatra, Indonesia, the tsunami disaster is estimated to have claimed at least 150,000 lives.
Also October 8th, 2005 devastated earthquake that had pounced to Pakistan North-West Frontier Province and its Administered State of Azad Jammu and Kashmir, spots a concern on the need to establish an effective early warning systems as part of preparedness for any possible disasters.
As tsunami and cyclone are identified as two key hazards among many in the National Disaster Risk Management Framework of the Government of Pakistan, the subject project aims to strengthen the Coastal Hazards Early Warning System, with focus on Tsunami, to warn of, and mitigate, the likely damagers along the coast. The UNDP component under the project will focus on “Tsunami and Coastal Disaster Risk Reduction and Preparedness at Community and Local Level” in coastal areas of Sindh and Baluchistan.
The following responsibilities will be included in the Scope of Services of Telecommunication Expert in coordination with local contractor:
a. Evaluation and Time Scheduling of TEWS Project preliminary data/ design implementation Work.
a) Evaluate preliminary design, presentations; block diagrams, schematic plans or related perspective diagrams of proposed system.
b) Facilitate the site investigations necessary for proper selection and implementation of TWES at selected community as TEW Installation point.
c) Phasing and time scheduling of the TEWS implementation Project work.
b. Monitoring of Erection and Commissioning (Test Operation) Work of proposed TEWS
a) Monitoring of TWES implementation work at site including;
i. TEWS Pole foundation Work
ii. Pole erection work
iii. TEWS Installation and Testing Work
b) TEWS implementation work at PMD Karachi that includes;
i. System and TEWS Software installation work
ii. TEWS Test Operation work
c. Local masses Training phase
Train local community people by coordinating local stockholders/administration to promote volunteers to protect, watch over and respond to implemented TEWS.
1. Project Completion Report
The Project Implementation report shall include the following:
a) Time Scheduling of TEWS implementation works for different phases.
b) Technical Details and Methodology of different scope the execution works.
c) The names and resume of Principal and Senior manpower involved in the works.
a) Demonstrable technical ability to evaluate existing IT and Telecom systems and propose recommendations and solutions.
b) Demonstrable ability to interact with stakeholders, discuss and identify requirements and evaluate available options.
c) Demonstrable ability to integrate heterogeneous communication systems.
d) Demonstrable ability to interact with Government and Public Sector organizations at a senior level.
e) Knowledge of disaster management and emergency telecommunication networks.
f) Have Superior analytical, communication, and people interaction skills.
The Consultant will report to the Project Coordinator of One UN DRM Joint Programme.
