Experience:

At least 8-10 years demonstrated experience in economic policy planning and institutional development roles with strong skills in economic analysis and knowledge of the institutional landscape of Pakistan. Experience of working with the government and multilateral development agencies is preferred.

Description:
 

Objective of the Consultancy Support:
To deepen the Government’s engagement with an Inclusive Growth agenda through a policy transformation process. 
National Institutional Advisor:
Services/Deliverables of Consultants
The National Institutional Advisor will report to the Deputy Chairman, Planning Commission, Government of Pakistan adviser for the following deliverables:
1.    Develop a streamlined and harmonized institutional framework which implements, coordinates and monitors the Inclusive Growth Strategy. Will identify the concerned stakeholders and propose roles and responsibilities for inclusive growth strategy development as well as for its implementation and monitoring. The implementation plan will include the logical framework, process timelines, roles and responsibilities.
2.    Support the Deputy Chairman in developing a consensus based and localized Inclusive Growth Strategy and mobilize resources. An intensive process of consultations will derive the key growth pockets and the support strategies for prioritization. Building ownership will translate into resource commitments and budgetary allocations.
3.    Prepare progress reports on the implementation of the process, to be presented to the National Economic Council (NEC) and the Economic Coordination Committee (ECC).
4.     Any other tasks assigned by the Deputy Chairman Planning Commission.

The Consultant will be remunerated based on the submission of a monthly progress report.


Education
Must Degree Degree Level Country Description
 Master Degree Masters Degree Post-Graduate degree from a reputable international university, preferably at doctoral level, in Economics, Public Policy, Political Science, Law or allied fields.
