II. Organizational Context

The floods – 2010 have played havoc all over Pakistan and have affected the lives and livelihoods of millions. Heavy rains in the last week of July 2010 which caused super flooding in the vast network of rivers along with the hill torrents have severely affected millions people in nearly 80 districts of the country. According to the preliminary estimates by the National Disaster Management Authority (NDMA), 1,754 people died due to floods, 2702 are injured and more than 20 million people are directly affected by the floods. The infrastructure and agriculture losses run into billion of dollars and million have been made homeless.
UN system is working through Cluster mechanism to assist the government and affected communities to manage this huge challenge. The Community Restoration (CoRe) Cluster is one of the eleven clusters responsible for addressing issues that are not covered by other clusters, but are essential to kick-start the early recovery efforts.  These areas may include but not limited to:

1. Governance the roles of government, civil society, and other stakeholders in managing public administration and utilities, law and order,  and delivery of basic services
2. Meeting basic needs and protecting the basic rights of the population (women, girls, boys and men) in pursuing their recovery and, ultimately, in participating in and the enjoying the results of development
3. Sustainable livelihood as the expression of people’s efforts towards self reliance and dignity
4. Durable solutions to the displaced persons including their return and reintegration
5. Social cohesion to be attained from peace building efforts including reconciliation, confidence building measures and reintegration of those involved in / affected by conflict.
Against this background CoRe cluster is established to ensure that early recovery efforts in the specific sectors are implemented in a coordinated manner to attain the highest effectiveness, through appropriate processes, in the timely manner.


III. Functions / Key Results Expected from Monitoring & Reporting  Officer


Under the overall guidance of the Programme Officer, and Chief, Crisis Prevention and Recovery Unit, the Monitoring & Evaluation/ CR Coordinator will facilitate a process aimed at ensuring the following:

 Community Restoration Cluster coordination, adopting inclusive, participatory and community-based approaches and prioritizing cross-cutting issues
 Coordinate and support Needs assessment and analysis
 Prepare Contingency Plans
 Prepare Strategic Action Plans in consultation with the  members of the cluster
 Arrange and facilitate orientation sessions for members on Early Recovery
 Ensure adequate monitoring and reporting mechanisms
 Advocacy and resource mobilization for the cluster
 Undertake such other related tasks as may be requested by the Programme Officer
Building upon information management system ensures development and implementation of monitoring and evaluation strategy in the context of  early recovery coordination, focusing on the achievement of the following results:

 A monitoring & evaluation system to improve data collection, synthesis and analysis on early recovery projects of the Community Restoration Cluster.
 Spell out monitoring responsibilities, frequency of monitoring and clearly specify data sources. Participatory approaches to developing key indicators actively involving key stakeholders.
 Develop early recovery indicators, in extensive consultation with the members of CoRe Cluster and government counterpart agencies.
 Timely briefing and orientation of CoRe members on the emerging monitoring issues.
 Strengthen the understanding of M&E for early recovery, and to design and implement training programmers dedicated to the implementation of a specific M&E system for early recovery.
 Ensure coordination with provincial and district level government counterparts for adaptation of monitoring framework and reporting mechanism of the cluster

Formulating and implementing Communication strategy for  the cluster to disseminate needs, gaps, lessons learnt and progress in the context of  early recovery activities, focusing on the achievement of the following results:

 Ensure preparation and dissemination of key communication reports
 In coordination with the CoRe Cluster members collate information on progress, lessons learnt and input for situation reports
 Preparation of humanitarian situation updates for publication by OCHA
 Document lessons learnt, prepare periodical reports and ensure dissemination


IV. Impact of Results

The key results have an impact on the success of the CoRe Cluster by supporting UNDP as Cluster Lead in the planning, programming, implementation and monitoring of the Cluster’s activities.

Other Skills: 
 Qualifications and / or industry certification and /or demonstrable experience in the following applications: Microsoft Office (advanced user certification of MS Access, MS Excel and MS Word desirable) and Lotus Notes are desirable.
 Qualifications and/or industry certification and/or demonstrable experience in project management are desirable.
