Duties and Responsibilities:
The Project Planning and Capacity Building Specialist would work under the supervision of Director C&LGR and responsible for DTCE systems and training portfolios on CCBs projects and DTCE functional work teams as well as providing coordination and continual improvement of these systems and portfolios on regular basis. The person would be responsible for the following tasks:
To maintain close liaison with partner associations and CSOs in coordination, planning and implementation of the capacity building modules.
To develop curriculum and other relevant material for use in the CCB mobilization campaign and capacity building initiatives.
To develop capacity building modules for local elected representatives, state functionaries and other civil society organizations with whom DTCE would enter into partnership.
To actively involve in outsourcing the capacity building activities of DTCE in collaboration with PMU and monitor progress on regular basis.
To develop a process of continuous quality improvement for capacity building programme and adopt the capacity building methodology of DTCE to the grass root level needs, which includes community mobilization model, awareness building as well as advocacy and coalition building.
To identify and assess training needs of DTCE staff at regular intervals and formulate proposals/ training programs for their capacity building in the relevant area.
To oversee the implementation of a comprehensive long-term capacity building program of the DTCE headquarter and field operation teams.
To develop a monitoring mechanism and oversee the training programs executed by national/ local CSOs to monitor the quality and outputs and inform the Directorate accordingly.
To assist the Director C&LGR and CEO on issues related to capacity building.
