The DTCE Information, Monitoring and Evaluation (IME) system aims at providing relevant, accurate, timely, and reliable information that is continuously updated. It develops a two-way flow of information from and to various actors and stakeholders. Its strengths are interactive data access, and a built-in mechanism to crosscheck and pinpoint discrepancies and inaccuracies in the data received. Rather than create a parallel statistical system, the DTCE IME System should build on the existing DTCE Information systems. Data collection, monitoring, analysis and report writing for IME purposes is done on the basis of the information provided by the operational information systems.
Duties and Responsibilities:
The Director IME would work under the direct supervision of the Chief Executive Officer CEO and coordinate closely with the Director Community and Local Government Relations and Managers FOTs. Main responsibilities of the Director IME includes the following:
To analyze DTCE IME requirements and based on the findings formulate an integrated IME policy for implementation.
To develop operational framework for the proposed IME system and initiate its implementation in collaboration with the DTCE functional work teams.
To undertake operationalization of IME system in collaboration with work teams and the responsible for its timely updating.
To develop a strategy for integration of information systems of NRB/ DTCE into an overall IME system including (a) Citizen Voice and Participation System- Social Audit (b) National Reconstruction Information System (NARIMS), (c) National Information Monitoring and Analysis System (NIMAS) and (e) National Technical Resource Pool (NTRP) and execute implementation.
To develop an operating system for capacity building of DTCE teams in IME as well as in relation to information technology and communication to ensure implementation of an efficient and transparent IME system.
To participate in DTCE field Orientation and post Orientation events to assess the flow and volume of information being gathered at the local level and its subsequent interface with the IME system at the DTCE headquarter.
To coordinate with partner originations, local IME CSOs and other stakeholders in relation to implementation of IME system.
To advise the CEO on matters pertaining to IME requirements and other IT and communication challenges being faced by the organization.
To act as a focal point for all IME/IT related matters of DTCE.
