 Registered Legal/Law practitioner or Firm with the respective membership of the applicable legal/law authorities/bar councils/courts of Pakistan.
 A Law Degree from a reputed local or international University
 Substantial (minimum seven years) experience of managing/handling similar assignments
 Good understanding of Pakistan Labour Laws.

Background:
 
The National Capacity Building Project (NATCAP) aims to build the capacity of EAD to play an effective role in the coordination and implementation of the UNDP Programme and to develop operational systems and procedures for UNDP Programmes implementation.
 
Under the National Implementation Modality (NIM), the role of EAD in the implementation of programmes and projects across the country has increased in volume and complexity. In order to ensure the given mandate, EAD has established a National Implementation Management Unit (NIMU) to facilitate operationlization of the NIM.
 
HR department under NIMU, EAD has assumed its functions, to provide the human resources management services to all NIM projects (25+) with staff strength of 700+ working across the country.
 
There is a need to avail the services of a Legal Advisor who could provide legal opinion, consultation and guidance on different HR matters including disciplinary cases, tax/financial matters and other HR issues, policies and legal procedures that will appear from time to time. This arrangement will be made on retainership basis.
 
Brief ToRs are given below:-
  • Provide legal opinions/consultations in reviewing and revising the organizational policies and procedures.
  • Advise on the employment related matters including disciplinary issues and drafting of relevant documentation as and when required.
  • Design the Code of Conduct and other relevant employment documents.
  • Provide advice and guidance on tax/financial matters.
  • Advise the senior management on any legal matter that may arise.
