He/She will report directly to the Project Manager/Chief Technical Advisor and will be part of the Project Implementation Unit (PIU). The PIU will act under the Alternative Energy Development Board (AEDB) – executing agency of the project – represented by the National Project Director. The PIU will work closely with UNDP, government counterparts and key stakeholders in order to facilitate project implementation towards the desired goals and objectives. M&E Officer will be responsible for progress reporting, monitoring and quality control of inputs from consultants and subcontractors.
Scope of work
Under the supervision of the NPM/CTA, the M&E Officer will undertake the following specific tasks:
Advise the NPM/CTA in defining the monitoring and evaluation framework;
Characterize targets, indicators and means of verification for specific outputs and activities of the project;
Identify needs and ways for strengthening monitoring and evaluation undertaken by relevant institutions and provide support to set up M&E methods and frameworks;
Utilize different M&E instruments and various institutional arrangements to guarantee timely delivery of studies and reports
Assist in the daily supervision of activities; day to day monitoring of project implementation based on the Annual Work Plan
Assist in the supervision and organization of consultative workshops, trainings, seminars, field visits, delegation tours etc;
Prepare monitoring work plans that account for related activities undertaken by various partners and identify the evaluation methodology;
Prepare ToRs for the sub-contracts and procurements for approval by the EC, Executive Committee and PSC, Project Steering Committee;
Ensure and supervise quality assurance and maintenance of the public information web page and information dissemination activities within the country;
Assist the NPM in the mobilization of inputs and resources;
Provide operational management for the production of project outputs according to the project document and the procedures in UNDP/GEF Project Cycle Operations Manual PCOM);
Evaluate reports on execution of outputs;
Ensure, oversee and review the translation of some documents into Urdu and other local languages as required;
Prepare, arrange and submit within the deadlines the Annual Project Report (APR), Project Implementation Report (PIR), technical reviews, quarterly progress reports, financial progress report, updated work plans and budget and any other required reports to EC, PSC and UNDP;
Provide required information and support the annual external audit and an external independent evaluation at the end of phase 1;
Perform any other related work as required.
Section 2: Education
This position requires at least a Masters Degree in Energy/Environment/Economics or related subjects. Preference will be given to master degree in electrical/mechanical engineering with relevant experience.
Section 3: Skills and Competencies:
He/She must have strong cross-cultural communication (verbal and written) capacities, management and leadership skills and experience, ability to work in multi-cultural environment, must have problem-solving skills, results orientation, sensitivity to gender issues and solid computer skills in relevant software packages (MS office). Strong English language skills (oral and written) are required.
