Background:
The One UN Joint Programme on Environment is part of the five core programmes of United Nations reform process in which the UN intends to “Deliver As One”. In Asia, Pakistan and Vietnam are the pilot countries for this reform process. In this regard, the Joint Programme for Environment has been approved by GOP and UN and is currently under implementation. The Ministry of Environment is the focal institution at the federal level with Provincial Planning and Development departments as the provincial hub for coordinating this joint Programme. The programme activities are spread over four years (2009 to 2012) with the following five themes:
1. Institutional Strengthening for Integrated Environmental management
2. Access to Safe Water and Improved Sanitation
3. Integrated Natural Resources Management
4. Sustainable Urbanization
5. Green Industries, Waste Management, Green Energy and Green Jobs
Climate change is a burning issue of today’s world, which will be addressed in the joint programme across the five themes. With mounted scientific evidence negative impact of Climate Change on the global life system is becoming a hard fact. The continuous building of destabilizing human influence on global climatic systems is creating a growing momentum for a response. Climate change poses challenges for all sectors of the Pakistan economy but particularly for those sectors dependent on natural resources, such as agriculture.
Pakistan is the signatory of UNFCCC, however, the public sector and the relevant civil society institutions could undertake random initiatives to combat Climate Change. There is greater realization that Government of Pakistan (with Ministry of Environment, as focal institutions) should come up with cohesive and systematic framework for combating Climate Change. The envisaged framework will build upon the work already undertaken by the Government of Pakistan, under the Task Force set up at the Planning Commission and its Report on Climate Change, published in February 2010. The evolving framework will consist of a Climate Change policy evolved through engagement of the stakeholders and identifying the next steps in taking the identified agenda forward and reinforced with action plans for mitigation and adaptation.
Tasks to the performed:
• Identify and organize the baseline data in terms of current information and stakeholders relevant to Adaptation and the National Climate Change Policy;
• Assess the information gap of existing documentation, e.g. national plans and strategies and provide the relevant inputs for filling such gaps;
• Provide technical and research assistance in the preparation of reports, briefing notes, presentation materials on Climate Change adaptation and other topics
• Assist the Lead Consultant in providing inputs towards the entire process of formulating the National Climate Change Policy and Adaptation/ Mitigation Strategies;
• Analyze the existing national capacity to deal with the challenges of Climate Change, focusing on AFOLU, energy and industrial sectors considering systemic, institutional and individual capacity;
• Organize and facilitate a series of technical and consultative meetings with national stakeholders at all levels across the mentioned sectors (AFOLU, energy and industrial);
• Maintain database, project files and other reference documents
Output:
Varied outputs are required, including, but not limited to the following:
• Identify the Climate Change situation and prepare an ample set of guidelines for the Climate Change Policy.
• Prepare a comprehensive National Mitigation and Adaptation Action Plans.
• A library of research information on climate change adaptation.
• Undertaking sound consultative processes and providing comprehensive reports and presentations of these workshops.
• Within the framework of the Action Plan, formulate the National Climate Change Policy in close collaboration with the Ministry of Environment.
• Brief on international institutional arrangements.
Relevant Experience:
• Minimum of 3 years experience of working with central and local decision-makers;
• Experience in policy formulation and Programme development as well as in data collection and establishing baseline for such projects;
• Sound understanding of International Climate Negotiations, Conventions (e.g. UNFCCC, IPCC, World Summit etc) and experience in related projects such as CDM, VCS, REDD etc;
• 2-3 years of experience in facilitating roundtables and platform discussions
• Awareness and sound understanding of Climate Change agenda in Pakistan ;
• Awareness and sound understanding of Climate Change agenda at international level;
• Awareness and understanding of the concept of Adaptation and Mitigation;
• Working knowledge of UN set up and/ or working with any UN agency is an asset;
• Full computer literacy required.
