Background:
Established in 1991, the Global Environment Facility (GEF) is today the largest funder of projects to improve the global environment. The GEF unites 181 member governments — in partnership with international institutions, nongovernmental organizations, and the private sector — to address global environmental issues. An independent financial organization, the GEF provides grants to developing countries and countries with economies in transition for projects related to biodiversity, climate change, international waters, land degradation, the ozone layer, and persistent organic pollutants. These projects benefit the global environment, linking local, national, and global environmental challenges and promoting sustainable livelihoods. In Pakistan, GEF Cell has been established in order to facilitate the GEF Focal Point (Operational / Political) and Council member of constituency for smooth execution of GEF operations and projects.

Scope of Work:
  • To facilitate GEF Focal Point – Pakistan in carrying out bilateral and multi-lateral consultations for identification of GEF-able national priorities, planning of new GEF-5 portfolio, program analysis for improvement on need basis.
  • To sensitize the national stakeholders about GEF policies, procedures and governance especially new modalities of GEF-5.
  • Coordination with federal and provincial governments in addition to GEF Agencies & GEF Secretariat in implementing national GEF- program of Pakistan and carrying out country portfolio identification exercise for GEF-5.
  • Analysis of previous GEF Secretariat - Annual Work Plan of Pakistan; carryout need assessment and develop and implement new Annual Work Plan in consultation with GEF Focal Point, UNDP and GEF Secretariat.
  • To implement improved GEF coordination mechanism with the involvement of national counterparts of UNFCCC, UNCCD, UNCBD, Adaptation Fund and Stockholm Convention, federal and provincial governments and international organizations, on need basis and as per new modalities of GEF-5.
  • To provide information and facilitate process in identifying new projects concepts and preparation of PIFs / project documents, obtaining required approvals & endorsements, review by national level committee, and coordination with regional headquarters of GEF Agencies for onward submission to GEF Secretariat.
  • Developing Country-Stances/Positions (Pakistan) on GEF for meetings of Regional Constituency, Global Council and Assembly in addition to other meetings of GEF Secretariat.
  • To reconstitute GEF Technical Review Committee as per GEF-5 requirements and convene its meetings, bilateral and multi-lateral meetings with the federal and provincial governments, GEF funded project proponents (performance status) and other national and international organizations.
  • In addition to managing GEF Cell, providing facilitation in development and implementation of Annual & Quarterly Work Plans, Financial and Progress Reports of GEF Cell and periodic reporting to One UN JPE / UNDP.
  • To explore possibilities of engaging maximum resident and non-resident GEF Agencies in implementation of national GEF program of Pakistan.
  • Facilitate Council Member in organizing GEF Constituency meetings and providing necessary inputs in relation to GEF.
  • Providing facilitation to GEF Focal Point in carrying out field visits to GEF funded projects across the country.
  • Exploring the opportunities to procure GEF funds for holding national GEF related events on need basis and as per requirement of GEF Secretariat.
  • To assist the GEF Focal Point in the execution of GEF related operations / projects in Pakistan.
  • To facilitate participation of GEF Focal Point and represent the GEF Focal Point at national and international fora.
  • To maintain the institutional memory of GEF funded on-going and new projects.
  • In addition to deliver presentations and provide GEF related information to GEF Focal Points and competent authorities; preparation of briefs, presentations and working papers in relation to GEF.
  • To facilitate GEF Focal Point in carrying out assigned official tasks in addition to above and in capacity of staff officer if designated.

7. Reporting to: GEF Focal Point - Pakistan
 
8. Duration of Service: As per duration of One UN JPE.
 
9. Qualifications:
The candidate should possess at least Master Degree in Business Administration, Environmental Sciences.
 
10. Experience:  8-10 years
Sr. Program Officer-GEF will assist GEF Focal Point in the management of entire GEF program in the country and facilitate in coordination with national and international stakeholders. He/ she must have:
1.           At least three years working experience with Global Environment Facility.
2.           At least three years working experience in the government ministry/department preferably environment program management.
3.           At least three years experience in developing and managing national level portfolio/programme in environment sector.
4.           Adequate experience and knowledge about GEF policies, procedures and rules, Strategic Priorities, Project Cycle, Resource Allocation Framework & modalities of STAR, national environmental priorities and GEF operations at global as well as country level (Pakistan).
5.           Ample experience and Knowledge about GEF current Portfolio and Coordination Mechanism in Pakistan.
6.           Acquaintance with implementation of GEF Country Support Programme and Small Grants Programme.
7.           Adequate experience and knowledge of planning, developing and managing GEF program.
 
11. Skills and competencies expected of the individual:
a. The candidate should have strong negotiation, communication and writing skills.
b. Preference will be given to the individual having both UN and Government System experience.
c. Exposure of representation and negotiations at international fora will be added advantage.
 
12. Language Requirement:
Excellent spoken and written English/Urdu and knowledge of local languages.
