Job Description:


The Gender Based Governance Systems (GBG) project is a five year national level initiative of UNDP and the GoP and has started its operation in January 2008. The project endeavors to develop the capacities of political leadership and civil bureaucracy, especially at the local government level, in gender sensitive policy making, implementation and oversight. The project also mobilizes the Association of Local Government to assert and demand gender based Planning, Monitoring and Evaluation. The project has four provincial and one federal level Project Management Units. The project implementing partner in Punjab is the Department of Local Government and Rural Development, Government of Punjab. GBG project intends to fill the vacant position of Monitoring and Evaluation Officer who will report to the Provincial Project Manager. The Terms of Reference for the position are as follows.



Tasks and Responsibilities:



  • Assist in the development of a monitoring & evaluation system for the project and indication for input and output monitoring within the purview of the project objectives for timely reporting.
  • Ensure proper action on qualitative and process-oriented gender-sensitive indicators inputs, outputs and outcome support for project monitoring & evaluation.
  • Guide and coordinate the review of the project log frame including the provision of technical advice for the revision of performance indicators.
  • Ensure that realistic intermeiate and end-of-project targets are defined.
  • Develop and support information Systems assessments on agreed; (1) indicators & target for monitoring; (2) objective oriented (and data source) for the evaluation; and (3) means for obtaining the needed information in respective provinces.
  • Assist in the implementation and documentation of targets of performance indicators to be included in monitoring system for project activities, annual reviews & reports.
  • Assist in the engagement of dialogue aimed at developing linkages between stakeholders for a unified monitoring and accountability framework.
  • Support the planning, coordination and monitoring of impact assessment studies.
  • Document and disseminate best practices and lessons learnt.
  • Undertake field visits to monitor the implementation of activities as required.
  • Support the project team in ensuring the timely preparation and submission of reports to UNDP/donors, etc.
  • Perform any other duties as required by the project and Provincial Project Manager and achieving project objectives.
