Background

The UNODC Pakistan team has been tasked with assisting Pakistan to respond to the threat of drugs crime and terrorism. In order to react in a strategic manner UNODC Pakistan requires the services of a junior international consultant  with experience in developing countries (ideally in Asia) to research areas of the UNODC mandate in Pakistan with a focus on needs related to law enforcement and borders, criminal justice and public health.


Assignment Objective

To complete background research and draft documents related to UNODC mandates as part of the team tasked with development and start-up of a new Country Programme Strategy for Pakistan.  The management of UNODC Pakistan will be advised on identified needs and issues that UNODC should address throughout the new Country Programme Strategy.


Responsibilities

The incumbent will work closely with the Country Programme Developer and UNODC Pakistan colleagues including the Representative for Pakistan.

The Crime and Drugs Research Consultant will undertake the following substantive duties and responsibilities:

1. Conduct background research (desk and field interviews) on the needs of Pakistan related to law enforcement and borders, criminal justice and public health.
2. Collate the acts and legislation relevant to the UNODC programme and mandates.
3. Prepare research documents and communications materials (presentations, briefs and content for www.unodc.org/pakistan) and that are part a series that identify Pakistan’s needs related to law enforcement and borders, criminal justice and public health.
4. Advise the Country Programme Developer and UNODC Pakistan colleagues including the UNODC Representative on the needs of Pakistan related to law enforcement and borders, criminal justice and public health.


Expected Deliverables

1. Research reports and briefs on the needs of Pakistan related to law enforcement and borders, criminal justice and public health.  The structure of the reports and briefs will be determined with the Country Programme Developer and Representative.   These reports will include draft sections for review and final versions.  All reports will need to follow approved UNODC structure.

2. Prepare draft advisory notes to guide the Country Programme Developer and UNODC Pakistan colleagues to ensure work will be well received by internal and external audiences.  Notes need to be concise  and clearly structured.

3. Files of acts and legislation relevant to the UNODC programme and mandates.

4. Presentations and communications materials and content for www.unodc.org/pakistan .

Qualification and Experience

• A junior international professional, holding a Master’s degree in Social or Political Science, Economics, or Public Administration, plus approximately 2 years of relevant research experience including in developing countries (ideally in Asia) in areas related to crime and drug control.

• Capacity to review documents and conduct interviews as part of background research.

• Ability analyse needs and formulate draft recommendations on appropriate responses for colleagues and management.

• Ability to produce concise and reports and presentations.

• Excellent verbal and written communication skills in English.

• Ability to work under pressure and to tight deadlines.


Methodology

Completion of the research and generating deliverables will require the Crime and Drugs Research Consultant to be based in Islamabad with the UNODC Pakistan team.  The Crime and Drugs Research Consultant will undertake research via document review, and interaction with concerned ministries and agencies and international partners.


Planning and Implementation Arrangements

The Crime and Drugs Research Consultant will be based in Islamabad and work closely with  the Country Programme Developer and UNODC Pakistan colleagues  including the Representative.  The Country Programme Developer will support and guide the work of the Crime and Drugs Research Consultant.

The Crime and Drugs Research Consultant will have documents approved by the Country Programme Developer and Representative prior to release.


Payment Schedule and Rate

The Crime and Drugs Research Consultant (Junior-Level International Expert) will be issued a consultancy contract and paid on a monthly basis in accordance with United Nations rules and procedures.  Payment scale will be determined by UNDP recommended rates for expert consultants at the ‘A’ level.  Travel costs including transportation and DSA for domestic and international travel will be paid by UNODC in accordance with United Nations rules and procedures.
