The incumbent should possess at least minimum 4-5 years relevant work experience preferably with UN or international agencies. He/she must have necessary knowledge, skills and expertise to undertake financial/accounting assignments and be able to demonstrate a working knowledge and understanding of DTCE projects.
He/she should be fully conversant with the National Languages with good command on English (reading, writing, speaking).
Preference will be given to those candidates possessing high quality of professional excellence in various fields of Information Technology with a blend of problem solving, time management and results-oriented skills being part of a dynamic team, he/she must be able to perform effectively as a good team member and equally capable to undertake independent assignments.



The Devolution Trust for Community Empowerment (DTCE) is a non-governmental organization created by the Government of Pakistan though the National Reconstruction Bureau (NRB) to proactively promote the community participation elements for the local government ordinance 2001

The DTCE vision is of empowered communities of proactive citizens engaged in self-development with the support of local governments. The DTCE mission is to create a new relationship between the citizen and the state based on shared rights and responsibilities for community development. The DTCE strategy promotes community participation through a combination of power and authority, participation and empowerment, networks and movements, markets and incentives, information and technology, ethics and sanctions.

The basic organizational principle for DTCE is five inter-related work teams in order to produce a flat, agile and flexible organization that function in an integrated fashion. Work teams will exist at both the headquarters and field levels, with the former providing support services to the latter.

Duties and Responsibilities

This assignment at aimed at assisting the Director Information Monitoring and Evaluation (IME) in effectively managing Information Monitoring and Evaluation (IME) system and IT related subjects (which include but are not limited to Database Administration and Website Management). For all practical purposes, the person would report to Director Information Monitoring and Evaluation (IME) and undertake the following tasks:

Coordinate with Database Administrator in the development of databases according to the IME system.

Ensure user-friendly data entry screens

Ensure timely outsourcing of hard copies of data formats for data entry

Coordinate with other DTCE teams relating to their data entry into the IME database

Coordinate the trainings of internal DTCE staff members on data entry screens used in the IME Database

Be responsible for uploading of website and coordinate with IME Professional in updating of DTCE website according to schedules.

Coordinate with the Network Administrator and the rest of DTCE teams in IT related problem recognition and resolution.

Supervise/assist in the design of multimedia presentations on MS Power point and other presentation software using various tools of graphic designing, animations and 3 D effects

Prepare IME activity bound and time bound reports based on Monitoring Reports and information received from different DTCE stakeholders and DTCE internal teams.

Supervise the training of project staff and management in computer-applied software like MS Office, SPSS, PDF publisher and data entry screens.

Assess projectís short term and long term IT requirements, develop an integrated IT plan of action for approval of Director IME and ensure its follow up.

Supervise outsourced development of any software/IT related projects to other organizations.

Supervise/assist in the development of local area networking of various systems (including the IME integrated Databases) available to DTCE to facilitate the working, coordination and efficiency of DTCE operations.

Support the overall IME System by supervising the reporting and other outputs of Database Administrator, GIS Specialist, IME Professional, Network Administrator and IME Officers.

Coordinate with all DTCE teams regarding their data needs and assist them in obtaining information for their needs.
