For the mission, UNDP / Strengthening PRS Monitoring project will provide the following experts:
1/ One national statistician with at least 10 years experience and an established reputation in treating socio – economic data based on the secondary sources highlighted in annexure 1.
2/ One national expert with at least 10 years experience in analyzing socio-economic data. This expert will analyze the data, format the document complete with charts and insert information to establish the sound basis of the document.
3/ One senior national expert with at least 20 years experience in analyzing and reporting socio – economic data. This expert will lead the analytical process and ensure that substantive richness and veracity of the report.

Description:
 

Background

The 2010 MDG Review process culminating at the High Level Plenary meeting of the General Assembly, will be a defining opportunity for renewing and revitalizing efforts for the achievement of MDGs. The Secretary General is expected to to submit a comprehensive 2010 global report on the implementation of the MDGs with concrete recommendations for action to ensure that the MDGs are achieved by the target date.

In this regard UNDG has addressed the Resident Coordinators to spearhead the process of reviewing progress on the attainment of MDGs in countries. The purpose of the review will be to analyse and develop a better understanding of the underlying causes due to which countries are lagging on some MDGs.

In this light, the Resident Coordinator in Pakistan has decided to field a mission for undertaking a MDG Review in four provinces in Pakistan i.e. Sindh, Balochistan, NWFP and Punjab. Each provincial MDG report will repond to the reporting framework in annexure 1 (to be provided), while focusing on the following parameters for elaborating and comprehensive and adequately disaggregated analysis of the development challenges and progress in each province:

 Progress and trends on each of the MDG targets;
 Inequality in MDG achievements;
 Implementation bottlenecks that impede progress on those MDGs that remain off-track;
 The impact of external shocks (Militancy, Economic Crisis, Food Crisis, Climate Change...) on progress against select MDG targets;
 Good practice examples that accelarate progress.

The Addendum to the 2nd Guidance Note on MDG Country Reporting provides supporting reflections on reporting against MDG targets based on the above parameters.

The provincial MDG reports will be produced in partnership with the government; wider involvement of civil society, donors and the private sector will be included in the review process. The mission will be supported by UNDP’s Strengthening PRS Monitoring project secretariats at the provincial level.


Output

Provincial MDG progress reports completed and disseminated for Sindh, Balochistan, NWFP and Punjab provinces.

 
Main activities

1.  Collect and tabulate the data required under MDG provincial reporting framework (to be provided). Tabulate this date is a consistent and useable format for analysis. 

2. Analyse the progress made under each MDG, based on the data provided under (1) and using the parameters defined in the Addendum to the 2nd guidance note on MDG Country Reporting. Each provincial report will respond in totality to the MDG provincial reporting framework in annexure 1. Each report will be formatted and adequately supplemented with charts to explain findings.

3. Creatively disseminate the findings of the report to a wide audience using diverse communication tools supported by printed and electronic products.

Profile of the mission:

The team leader will be the Senior National Expert.

Timeline

A detailed work-plan will be provided to the consultants. The submission date for the four draft provincial MDG reports will be October 15, 2010; the reports will need to be finalized by November 30, 2010.
