The candidate should possess a Masters degree in Management, Social Sciences or related discipline, with over 12 OR a Ph D in relevant field along with 9 years of working experience in donor assisted projects or development agencies with focus on project management, institutional development, capacity building in public, private and civil sectors, and community participation system.

Background
 
The Strengthening Democracy through Parliamentary Development phase-II project is designed to assist the parliament to strengthen its legitimate role within national governance, enhance its administration, and provide appropriate support for Parliamentarians in discharging their core tasks of executive oversight and law making.
 
 
Duties and Responsibilities
Under the overall direction of the Project Review Board (PRB) and reporting to the National Project Director (NPD), the National Project Manager (NPM) would be responsible for the following tasks
 
  • Operational management and the production of project outputs according to the project document and the procedures as outlined in the Project Cycle Operations Manual.
  • Select, recruit and supervise project administrative support staff in consultation with NPD.
  • Prepare AWP, seek approval, manage implementation of AWP and prepare required reports for submission to PRB and UNDP;
  • Organize and manage project activities according to the work plan in order to produce the outputs.
  • Co-ordinate and facilitate project technical personnel.
  • Co-ordinate and organize review meetings.
  • Prepare project reports and other required reporting material.
  • Maintain with the UNDP Governance Unit a technical overview of the plans activities and implementation of the project.
  • Design, coordinate and implement the UNDP policy with the project including a detailed operations timetable and work plan and budget for each component.
  • Ensure proper training of the parliament staff.
  • Evaluate the need for specific programmes to address the involvement of women members in all activities of the two houses.
  • Prepare and submit the Annual Project Report (APR) and any other required progress report and ensure that project personnel as required prepare reports.
  • Liaise with the National Project Director (and other relevant stakeholders authorities) on project implementation & coordination
