Working experience in planning, design, evaluation and implementation of development projects at regional and community levels is required.

Relevant experience in policy design and formulation addressing; community development, environmental management, and crisis prevention and recovery is required.

Description:
 

TERMS OF REFERECE

Under the direct supervision of the Team Leader the Specialist serving as a member of the Post Crisis Needs Assessment (PCNA) team covering the environment issues, is responsible to undertake the following activities:


1. Under the overall guidance of the Team Leader, conduct as required interviews and consultations with the federal, provincial and district governments and agencies, communities, civil society and other stakeholders, to seek final suggestions to identify environmental rehabilitation and mitigation measures as part of post crisis needs assessment.

2. Conduct Desk Review, facilitate and contribute substantively to the discussion on environment as a cross cutting theme for integration in the sectors identified during initial assessment process of PCNA

3. Collate existing information about green and brown issues for the geographical areas being covered under PCNA and relate these issues with the impact on local communities and their livelihoods

4. Highlight the significance of addressing environmental concerns to promote gender equality, human rights, civil society engagement and refugees.

5. Support the Team Leader in designing the programme log frame/results and resource framework and identify clear indicators (qualitative and quantitative) to measure the progress. Also establish a baseline for these indicators.

6. Assist the team leader in preparing the outline of PCNA report. Draft a self contained supplemental report on post-crisis environmental assessment and also contribute to the assigned sections or chapter of main report of PCNA, with an action plan for mainstreaming environment as a cross cutting theme.

7. As a member of the team, jointly present the contents of the draft document and obtain feedbacks from stakeholders.

8. Under the guidance of the Team Leader, finalize the Document incorporating comments and making necessary adjustments and/or improvements.

YesLanguage & Report Writing Excellent  Excellent communication and interpersonal skills, report writing and computer skills including Microsoft Word, Excel and Power Point is required. Fluency in English required and knowledge of local languages desirable.
