• At least seven years experience in planning and implementation of donor and government funded projects and a programme is a must.

• Good communication skills in English and Urdu and good report writing and presentation skills are essential.


Pakistan Earthquake of 8 October 2005 devastated, Azad Jammu and Kashmir and northern parts of the NWFP. The earthquake affected more than 5 million people with more than 2.5 million in need of immediate relief support. The Federal and Provincial Governments, Donors, NGOs and UN System rushed relief assistance to the affected areas and relief efforts are still continuing.
The Government of Pakistan established an Earthquake Reconstruction and Rehabilitation Authority (ERRA) to spearhead the rehabilitation and reconstruction activities, in the wake of devastating earthquake of 08 October 2005, in the seven worst affected districts of NWFP and AJK.
The Consultant will work under the overall supervision of Provincial Planning Expert and in close collaboration with concerned implementing agencies and will be responsible for following activities:
·         Based on approved sectoral strategies and indicative budgets for the district, assist DRU and implementing agencies in timely completion of detailed annual work plans for individual sectors.
·         Assist DRU in presentation of plans and getting required approvals at the district and provincial level
·         Assist DRU and implementing agencies in rolling out of the approved plans including packaging of schemes, preparation of PC-Is, approval of PC-Is and tendering process.
·         Assist DRU in periodic progress review of implementation and removal of impediments.
·         To provide technical support to District Reconstruction Units to manage and coordinate ERRA’s water supply and sanitation (WATSAN) programme in the respective earthquake affected areas.
·         Prepare technical reports, and monitor implementation of public/community owned water supply and sanitation (WATSAN) schemes.
·         Ensure that the programme is implemented in a consultative, participative and effective manner.
·         To assist the concerned line departments in preparation of annual work plans /PC-1s in accordance with the sectoral strategy formulated by the Earthquake Reconstruction and Rehabilitation Authority (ERRA).
·         Ensure that budgetary and programmatic aspects of current and future schemes are compliant with ERRA’s guidelines.
·         Carry out effective monitoring of the project’s activities, quality achievements and shortfalls as well as beneficiaries feedbacks.
·         Ensure effective implementation of all the WatSan components (hard and soft), particularly regarding Water quality and Hygiene promotion.
Time frame
The anticipated duration of the whole assignment is 3 months, starting from the date of the issuance of contract.

Language requirements
Fluency in English and Urdu is essential. Knowledge of other local languages of Pakistan is desirable.

  • 35% payment on submission and approval of final report.
