Description:
 

Background
The Wafaqi Mohtasib (Ombudsman) of Pakistan is responsible for receiving and resolving of public complaints against maladministration by any Federal Agency. In accordance with its mandate to redress public grievances, the Ombudsman has initiated a project, ‘Strengthening Public Grievance Redress Mechanisms’, (SPGRM) in collaboration with UNDP. The project has the following objectives:
 
(i)                  To improve redress and response systems and procedures on accountability, transparency and integrity (ATI) to enable closer alignment with the needs and expectations of citizens;
(ii)                To increase public demand for ATI in service delivery; and 
(iii)               To facilitate availability of and access to information regarding grievance redress and service delivery mechanisms and standards.
 
Under one of the outputs, UNDP is supporting strengthening of Implementation wing within the Wafaqi Mohtasib’s Secretariat with a focus on speedy and timely implementation of Ombudsman’s decisions. To this end, project wants to engage short-term consultant, who would essentially perform the following functions:-
 
Duties and responsibilities:
 
  • Develop understanding and scope of the assignment through meetings/consultations with the Implementation and IT Wings within the Wafaqi Mohtasib’s Secretariat.
  • Develop comprehensive work plan spread over six months covering all related activities included in the assignment
  • Update all the data/information in CMIS related to implementation activities
  • Review Implementation Module and upgrade as per need of the organization
  • Discuss, review and design different reporting formats in consultation with the Implementation Wing

Train staff of the Implementation Wing at Head Office as well as Regional Offices on CMIS with specific reference to implementation module
