In order to assist in addressing the humanitarian challenges being faced by Pakistani civilians, OCHA is strengthening its presence in Pakistan in order to provide support to UN agencies, NGOs, donors and other humanitarian organizations working in Pakistan. One of OCHA's strategic priorities for 2010 will be to support the Humanitarian Coordinator in the coordination of humanitarian affairs for timely and adequate delivery of humanitarian assistance and greater protection to the populations in Pakistan affected by the military operations on the border with Afghanistan and possible natural disasters. As such, collation and dissemination of information and field-level coordination will be catalysts in improving the response to humanitarian needs. In this context, OCHA will intensify Information management, resource-mobilization and advocacy efforts.
Under the overall guidance of the Senior HAO and the direct supervision of the Senior National HAO, the National HAO will be responsible for the following:
Maintain a comprehensive picture of the humanitarian assistance in the district, including an overview of the sectoral and geographic coverage of relief assistance, and identify potential gaps in relief/early recovery provision and high light issues relating to protection vulnerable population.
Organize and support relief related activities through follow-up of relief interventions, including humanitarian community interagency meetings to support policy development and decision-making on relief/early recovery issues.
Establish and maintain contacts with government officials, other UN agencies, non-governmental organizations, donor, media in the district etc.

Participate in assessments or other missions which assist in the coordination of humanitarian/ emergency assistance and ensuring the necessary support.
Reporting draft district based situation reports apprising of humanitarian situation and on going response to date and specifying unmet gaps.
Support DCO’s in establishing coordination mechanisms for new emergencies.
Help establish secretarial capacity in keeping meeting records, agenda, maintaining meeting schedules, and information dissemination and following-up on action points;
Assist DCO’s in sustaining essential information management (IM) functions and help build office capacity to completely take on these IM functions including establishment of 3W matrix.
Serve as the primary focal point for UN and NGOs for ongoing relief activities in the district, to ensure necessary coordination, including the preparation and update of contingency plans (winter).
Prepare or contribute to the preparation of various written reports, documents and communications, e.g. draft sections of studies, background papers, policy guidelines, parliamentary documents, briefings, case studies, presentations, correspondence, etc.
Review and provide advice on policy issues related to safeguarding humanitarian principles and ensuring the effective delivery of humanitarian assistance.
Organize and participate in working groups, meetings and consultations with other agencies and partners on humanitarian and relief-related matters, including participate in sectoral/cluster coordination meetings in order to elicit relief activity responsibilities.

Support synergies between relief and recovery in the field focusing on disaster preparedness and management;
Monitor, analyze and report on humanitarian assistance developments, relief/management or emergency situations in earthquake-affected areas through a weekly update (and other ad-hoc reports as required) to the OCHA Office ISL.
Perform any other related tasks as may be directed by OCHA Islamabad.
Expected Outputs of this Position
1.      Substantive support to the UN Humanitarian Coordinator through the OCHA Senior HAO in servicing the humanitarian community;
2.      Sound analytical inputs that contributes to implementation of appropriate humanitarian strategies;

3.      Development of effective coordination structures and networks and communication channels that contribute to information sharing at the district level.

Core Competencies:
Professionalism – Comprehensive knowledge of and exposure to a wide range of humanitarian issues , emergency relief and related human rights issues; conceptual and strategic analytical capacity, to analyze and articulate the  protection dimension of complex issues that require a coordinated UN response; demonstrated problem-solving skills; and very good knowledge of region of assignment, including the political, economic and social dimensions; strong negotiating skills and ability to influence others to reach agreement; ability to work under extreme pressure, on occasion in a highly stressful environment (e.g. civil strife, natural disasters and human misery); very good knowledge of institutional mandates, policies and guidelines pertaining to humanitarian  protection and  knowledge of the institutions of the UN system; demonstrated ability to complete in-depth studies and to formulate conclusions/recommendations; ability to relate humanitarian  protection issues and perspectives, including gender issues, to political, economic, social and human rights programmes in affected  region.
Communication – Excellent communication (spoken and written) skills, including the ability to convey complex concepts and recommendations to staff at senior levels, both orally and in writing, in a clear, concise style.
Planning & Organizing – Ability to coordinate the work of others, work to tight deadlines and handle multiple concurrent projects/activities.
Client orientation – Ability to identify client’s needs and match them to appropriate solutions; ability to establish and maintain effective and productive partnerships with clients by gaining their trust and respect; capacity to keep clients informed of [progress or setbacks in ongoing projects. Ability to monitor ongoing developments inside and outside the clients’ environment to keep informed and anticipate potential problems.
