The candidate should have Minimum 7-10 years of working experience in Parliamentary governance projects assisted by donors or development agencies with focus on project management, institutional development, capacity building in public, private and civil sectors, and community participation system. Strong problem solving skills and have sensitivity for gender issues.


The Strengthening Democracy through Parliamentary Development phase-II project is designed to assist the parliament to strengthen its legitimate role within national governance, enhance its administration, and provide appropriate support for Parliamentarians in discharging their core tasks of executive oversight and law making.
Duties and Responsibilities
Under the overall direction of the Senior Technical Advisor, the National Technical Advisor would be responsible for the following:


A. Support related to Parliamentary Committees
  • Provide regular technical assistance to committee chairs of both the houses.
  • Assist in yhe promotion of more proactive relationship between the oversight committees and civil society organizations
  • Assist the committees to strengthen networking and exchange, with respect to facilitating close engagement between the committees and executive branch of the government and academia.
  • Develop material on modern and effective parliamentary practices vis a vis oversight committees in other countries.
  • Assist the committees Programme Management Director in drafting of written reports on project activities on a periodical basis as requested by the parliamentary secretariats.
  • Provided technical assistance to Parliamentary Secretariat for parliamentary committees as per produce and identified needs.
  • Training Need Assessment (TNA) on the subject strength of parliamentary committee member and Research & Development staff of parliament secretariat
  • Share best practices of regional parliament and parliamentary committee of west minister style.
  • Liaise with Inter Parliamentary Union (IPU) for technical assistance
  • Identify IPU support area and coordinate on mutual agreed work plan
  • Provide oversight and guidance to the project on all its committee strengthening work
  • Through the hand-on support to contribute to identifying issues, both structural and cultural that obstruct the effective functioning of committees and make pragmatic recommendation to overcome these obstacles
 B. Support related to Liaison with Civil Society Organization (CSO)
  • Assist in the promotion of interaction between the oversight committees and civil society organizations.
  • Map the work of related CSOs
  • Initiate and facilitate dialogue with CSO on the subject
  • Synthesize the published output as first level dialogue between CS
  • Facilitate interactions
C. Support related to Research & Development 
  • Facilitate and supervise the subject
  • Specific research and publication
  • TNA of the Parliamentary Committee for future research
  • Provision regular technical assistance to committee chairs of both the houses.
  • Quality control on publication
  • Collect reference material on best practices
  D. Support related to Facilitation and Coordination
  • Coordination with other donor supported project
  • Coordination with UN agencies
