•At least 10 years experience in planning and managing technical and development co-operation programs, desirably related to disaster mitigation, preparedness, response and recovery. Experience of working with government departments and UN system is preferable.
•In-depth knowledge of disaster risk management issues.
•Application of theoretical knowledge in management of multi-disciplinary programs involving government and civil society.
•Proven analytical and writing skills.
•Experience in designing / undertaking disaster-related research studies.


Pakistan continues to suffer from a plethora of natural and human induced hazards such as floods, earthquakes, landslides, cyclones and drought, fires, civil unrest, terrorism, transport and industrial accidents that threaten to affect the lives and livelihood of its citizens. The Climate Change and related disaster risks have added an additional dimension to the task of development planners.
Following the promulgation of National Disaster Management Ordinance (NDMO) 2006, the National Disaster Management Authority (NDMA) was established in 2007 to steer the process of DRM as focal point at the federal level. Similarly, the Provincial Disaster Management Authorities (PDMAs) have also been established in Punjab, Sindh, Balochistan, NWFP, AJ&K and Northern Areas. Since its inception, NDMA has undertaken a number of initiatives with support from international donor community especially the UN System in Pakistan.
In order to further strengthen the national Disaster Risk Management (DRM) system, a One-UN Joint DRM Programme was launched in early 2009 for an initial time-frame of two years. The Programme is assisting the Government of Pakistan through its four significant outcomes, i.e. strengthening the institutional and policy framework; understanding and monitoring of risks; supporting information management and communication system; and developing community-based DRM system which will include training people, promoting volunteerism and raising public awareness about DRM issues.
Given the nature and diversity of DRM-related activities being jointly implemented by UNDP and NDMA, the UNDP seeks to hire the services of a person who is not only capable of giving technical input to all UNDP-led DRM components but also assists the National Project Manager on administrative / programme management and other issues pertaining to the successful implementation of the Programme.
The Senior DRM Coordinator will report to the National Project Manager UNDP / NDMA.
Duties and Responsibilities:
The Senior DRM Coordinator will be responsible for performing the following technical and management tasks:
  • Provide overall technical support to all components of the One-UN DRM Joint Programme being implemented by UNDP in collaboration with NDMA. The specific technical support is required on DRR Mainstreaming, DRM Human Resource Development, Research & Policy, DRM Planning, Advocacy and Institutional Development, Community-based Flood, Cyclone, Tsunami, and Earthquake Preparedness & Vulnerability Reduction
  • Develop terms of reference for consultants and oversee their work including the provision of substantive feedback on the research methodology, design and its findings
  • Supervise the production of research and analytical studies, advocacy material, best practices and lessons learnt on DRM
  • Write / review technical proposals
  • Provide support to DRM training and curriculum development activities of all programme components
 Management Tasks
  •  Support the NPM and NPD in the overall management and implementation of One-UN DRM Joint Programme
  • Coordinate and interact with NDMA and act as technical focal person
  • Prepare progress reports for donors and implementing partners
  • Prepare project work plan and ensure that it is approved by the competent authority and implement all activities to achieve project objectives as envisaged in the project document
  • Support NPM and NPD in monitoring the performance of the staff assigned to the project by communicating and providing feedback to improve performance
  • Follow-up the financial performance of the project in terms of preparing accurate and timely financial reports
  • Submit required analytical progress reports (technical and financial) as required
  • Responsible for day-to-day project management and office routines

Assist NPM and NPD in the selection and recruitment of project personnel and short term consultants 


  • Excellent knowledge of Disaster Risk Management and multi-disciplinary development approaches
  • Ability to plan and work independently without maximum supervision
  • Ability to negotiate with counterpart government officials and with other technical agencies
  • Good physical health and ability to travel
  • Positive attitude with a mind set of delivering development services in a most professional manner
  • Excellent skills in technical writing
  • Excellent listening skills

  • Ability to work under stress situations and manage multiple tasks



  •  Proficiency in both English and Urdu is desirable. Ability to speak and understand the local language would be an added advantage.
