Description:
 

Background
 
The UNODC Country Office for Pakistan (COPAK) is tasked with assisting Pakistan to better respond to the threat of drugs crime and terrorism. In order to react in a strategic manner UNODC Pakistan requires the services of a Irregular Migration and Associated Crime Training Advisor to advise UNODC on assisting the Government of Pakistan to improve training curricula and materials related to irregular migration and associated crime.
 
Assignment Objective
 To evaluate existing curricula and training programmes delivered by the Government of Pakistan on irregular migration and associated crime and advise UNODC on methods to improve training to counter irregular migration and associated crime. The Irregular Migration and Associated Crime Training Advisor will draft a research report to guide UNODC’s training assistance to the Government of Pakistan.
 
 
Responsibilities
 
The incumbent will work closely with the Country Programme Developer  and the UNODC Representative for Pakistan.
 
The Irregular Migration and Associated Crime Training Advisor will undertake the following substantive duties and responsibilities:
 
1.       Conduct research based on a review of training materials and interviews with appropriate Government of Pakistan officials on the needs of Pakistan related to irregular migration and associated crime.
2.       Prepare a report that will guide UNODC’s training assistance to the Government of Pakistan.
3.       Prepare a PowerPoint presentation of the report.
4.       Advise the Country Programme Developer and UNODC Representative for Pakistan on the needs of Pakistan related to irregular migration and associated crime.
Expected Deliverables
 
  1. A report on the training needs of Pakistan related to irregular migration and associated crime.   The report will be informed by the report Crime Facilitating Migration from Pakistan and Afghanistan and the structure of the report will be determined with the Country Programme Developer.   The report will include draft sections for review and final versions. The report will need to follow approved UNODC structure.
  2.  A PowerPoint presentation of the report. The presentation will need to follow approved UNODC structure. 
  3. Prepare a advisory note to guide COPAK on steps to be taken to assist Pakistan. The note needs to be concise and clearly structured.
    Methodology
     
    Completion of the research and generating deliverables will require the Irregular Migration and Associated Crime Training Advisor to travel to Islamabad to review documentation and interact with concerned ministries and agencies and international partners, and work with the COPAK team. Remaining drafting work can be completed outside Pakistan with draft and final versions of the report and presentation submitted by email. 
                                                                                                                               
    Planning and Implementation Arrangements
     
    The Irregular Migration and Associated Crime Training Advisor assignment will be home-based and involve travel to work with COPAK and the Country Programme Developer and Representative for approximately one week. The Country Programme Developer will support and guide the work of the Irregular Migration and Associated Crime Training Advisor.
     
    The Irregular Migration and Associated Crime Training Advisor will have documents approved by the Representative prior to release.
 
 


Education

 Law and possibly Social or Political ScienceMasters Degree A senior international professional, holding a Master’s degree in Law or possibly Social or Political Science plus approximately 8 to10 years of relevant experience including development of training materials related to UNODC’s mandates. TENURE- 20 days starting mid - late 2010
