Description:
 

 Objective
 To carry out the operations research having two elements to be covered:
  1. Develop a methodology and tools for carrying out a mapping and size estimation of female drug users in the target areas selected;
  2. Conduct and supervise the mapping study and develop a map of locations with estimated numbers of female drug users and existing drug, HIV and health services in these cities;
  3. Design protocols to develop a methodology and tools for an ethnographic study to be carried out among female drug users (injectors and non-injectors). This should include, but not be limited to, an analysis of the overall drug use situation in the targeted communities, drug use and sexual networks and HIV risk behaviours, economics of drug use, treatment history, criminal justice history, availability of treatment services and various religious and cultural barriers to accessing information and services among the target group;
  4. To conduct situational need assessment of female prisoners assessing the viability of female health services, drug use, its consequences and personality disorders and ethical issues in female prisons.

2.1.Mapping and size estimation of female drug users
 
                The consultant will be responsible to
 
2.1.1.     Develop a methodology and tools for carrying out a mapping and size estimation of female drug users (injectors and non-injectors) in Karachi, Hyderabad, Sargodha and Peshawar;
2.1.2.     Carry out training of staff for data collection.
2.1.3.     Assist UNODC in carrying out regular quality checks of data collection
2.1.4.     Based on an analysis of secondary data available on drug and HIV situation and existing response, and through interviews with key informants in these cities, develop a map of locations with estimated numbers of female drug users and existing drug, HIV and health services in these cities. 
2.2.Ethnographic Study
2.2.1.     Develop a methodology and tools for an ethnographic study to be carried out among female drug users (injectors and non-injectors) females in prison. This should include, but not be limited to, an analysis of religious and cultural barriers to accessing information and services among the target group, religious and cultural solutions to access, drug use and sexual networks and HIV risk behaviors, economics of drug use, treatment history, and criminal justice history.
2.2.2.     Carry out training of staff for data collection.
2.2.3.     Based on these findings, identify gaps and barriers in terms of utilization of services available to female drug users and females in prison settings.
2.2.4.     Analyze and interpret data collected and prepare a draft report for peer review and feedback.
2.2.5.     Based on comments received, prepare the final report, which will include recommendation for future programming.
