Brief Project Description:
Strengthening, Enabling and Coordinating Rights and Empowerment in Pakistan (SECURE-Pakistan) is in collaboration with Government of Pakistan and UNDP. This is an initiation plan for the Capacity development of newly established Ministry of Human Rights, to play the envisage policy and coordinating role to promote compliance with national and international HR related commitments and obligations, and to draft a national human rights action plans.
These Terms and References are for the purpose of entering into a Special Service agreement with a MIS Consultant to analyze and compile data, design, develop and implement database for the Ministry of Human Rights. The contractual agreement will be with the Ministry of Human Rights.
To design and develop a Management Information System (MIS) for the Ministry of Human Rights, that will provide a link to all departments and regional offices by having integrated software that shares relevant information among different departments about the Human Rights Cases. This software should have the capability to generate reports meant for the Federal Government i.e. Ministry of Human Rights as well as for external organizations and public view;
To conduct a System Assessment Study of HR related state and non state partners; to develop HR MIS training folders and to Conduct Trainings & workshops for MIS;
To impart training for the operations and use into the decision making; S/he will monitor and evaluate its performance and will carry out impact assessment survey;
To conduct monitoring and evaluation studies for data validations as well as HR MIS effective use in daily decision-making and planning process.
Results and deliverables
The MIS consultant will conduct system analysis for the development of MIS of the Ministry of Human Rights. S/he will manage the professional development of the database along with directly providing and facilitating the high level technical training.
S/he will develop capacity of MoHR and gradually transfer the direct responsibility of managing the MIS, including further development and maintenance of the MIS, to relevant staff/ officers after giving sufficient training.
S/he will conduct staff training for the use of MIS, data collection, data entry and report generation.
A minimum of five years of relevant professional experience;
Having experience of dealing with state and non state partners;
Having experience of designing and structuring data base
Having a sound personality for better control and discipline;
The MIS consultant will conduct a system analysis for the development of MIS MOHR. S/he will develop pop ups for planning, monitoring and evaluation. S/he will conduct trainings for the implementation/ use of MIS.
Payment and deliverables
The Consultant would be paid a lump sum against the following deliverables
20% upon submission of initial assessment / system analysis
20% upon submission of developed prototype
20% upon deployment of MIS in Ministry
40% upon staff training for the use of MIS.
