The incumbent should possess at least 3-5 years relevant experience preferably with UN or international agencies. He/ She must have necessary knowledge, skills and expertise to undertake financial/ accounting assignments and able to demonstrate a working knowledge and understanding of operational, financial and personnel related matters of UNDP projects.

Description (TORs):  

Duties and Responsibilities

This assignment is aimed at assisting the National Project Manager in financial management of the project including both programming and operational matters. In this connection, he/she would undertake the following activities:

1.1 Prepare and maintain quarterly advances and financial reports and keep a track of all funds released by the UNDP.

1.2 Prepare necessary documentation for quarterly advances and their settlement in line with the UNDP standard financial procedures.

1.3 Maintain ledger of financial commitments and advances, ensure settlement of advances in accordance with agreed contract.

1.4 Prepare salary/ rosters of the project staff and other short-term consultants and ensure timely payment of salaries.

1.5 Prepare payment vouchers with complete supporting documents and issue cheques and advances to vendors concerned after approval from NPM/ NPD

1.6 Maintain project petty expenses and ensure entries in petty cash register, maintain general ledger to keep record of project accounts.

1.7 Prepare tender documents, disseminate, prepare bids tabulation and ensure quality and quantity of goods before delivery; receive and check invoices from the suppliers and initiate payment requests.

1.8 Responsible for inventory management of both expendable and non-expendable project items. Also responsible for the project file management i.e. to maintain an accessible filing system in the project.

1.9 Act as focal person for  yearly project audit.

1.10 Prepare contracts for the project staff, process medical & insurance claims.

1.11 Perform any other duty related to the project as required.

Language Requirement

He/ She should be fully conversant with the National language and be able to communicate read and write in English. 

Other Relevant Requirements

Preference will be given to those candidates possessing high quality of professional excellence in financial management with a blend of accounts, administration, problem solving, time management and result oriented skills and intimately familiar with IT based accounting procedures and methodologies. Being part of a dynamic team, he/ she must be able to perform effectively as a good team member and equally capable to undertake independent assignments.
