Description:
 

1.      BACKGROUND
 
Gender Based Governance Systems project, is designed as a sustainable, long-term initiative to institutionalize the process of enabling and empowering elected representatives particularly women to raise their issues and concerns in policy agenda.
Gender based governance can best be achieved through empowerment, capacity building and sensitization of political representatives and public servants, at all levels for which the project makes contributions through relevant agencies. The project is expected to produce the following results:
·        Empowered and capacitated current and potential duty bearers particularly women at federal, provincial and district levels own and promote devolved gender based governance
·        Strengthened civil service training institutions contributing to civil service reforms and gender based governance
·        Credible sustainable monitoring systems for gender based governance
 
2.      RATIONALE:
 
In representing and defending the interests and rights of the people, policy makers and parliamentarians have a duty to ensure that legislation is not gender-blind and adequately responds to the needs and interests of both men and women. Mainstreaming gender in legislation, and particularly in the budgeting process, is critical to have a gender balanced growth and development across different sectors. This exercise requires a sound knowledge of legislative and budgetary processes, awareness of the need to have access to sex-disaggregated data and strong cooperation with women’s groups and governmental bodies alike. There is a need to enhance the capacity of women parliamentarians and MPA’s to develop an understanding of their role to impact the legislative and budgetary process in order to make them more gender responsive by recommending changes in the existing laws, policies and play an instrumental role in adding a focus on gendered governance in new laws.
The Gender Based Governance project aims to engage women parliamentarians/MPA’s and build their capacity so that they may support the local representatives working directly at the grass roots’, to serve their constituents better. A cadre of women councilors is already being trained by the GBG provincial implementation units across the country. To sensitize the women parliamentarians/MPA’s on their roles for taking forward the work of their women counterparts and highlighting their issues at the higher level platforms, the project envisions a capacity building programme for women parliamentarians and MPA’s. This will include development of a training curriculum for promoting gendered based governance and delivery of capacity building workshops to women parliamentarians/MPA’s to enable them to promote common development agenda.
 
3.      OBJECTIVES OF THE CONSULTANCY:
 
To design and develop a comprehensive curriculum, based on international best-practices and existing local curricula and deliver a training workshop for capacity building of women Parliamentarians on application of Gender Responsive Budgeting methods.
4.      OUTPUTS:
·        Curriculum comprising of briefing paper for each session, training design, handouts, reference material pack, slides etc delivered.
·        Training evaluation criteria to evaluate results of the workshop.
·        One Training workshop conducted for women Parliamentarians.
 
5.    Scope and Duration of the Consultancy
a). General:
The activity encompasses consolidation and enrichment of training curriculum for capacity building of legislators at the National and Provincial level.
The Process includes identification and review of the existing curricula developed by other organizations, enrichment and designing of the one day curriculum. Facilitation of a one- day capacity building workshop for women parliamentarians.
b).Experts Input:
The consultancy is expected to be completed in a span of 20 days through an intermittent input of 10 person days.

6.                  Payment Schedule:-
30 percent of the payment will be made upon submission and approval of the work plan. 30 percent will be made upon submission of the second draft. 40 percent will be release upon submission of the finalized Training curriculum/material.
 
7.      IMPLEMENTATION METHODOLOGY:
Identification, review and designing of curriculum:
  • Collection of relevant existing international and local training material.
  • Map suitability of available modules/material with the training requirements, as in the GBGS training concept paper, on a single matrix. Identify existing gaps to be filled.
  • Prepare text draft of Training manual and briefs and share with GBGS-FPIU and UNDP for comments.
  • Prepare second draft of Training manual complete with animations, briefs, session plan, reference pack, evaluation criteria/forms and presentation slides.  
A review committee consisting of the three experts, GBG team and UNDP shall review and finalize the curriculum.
Phase 2:
Capacity building workshop.
The consultants will conduct one capacity building workshop for women Parliamentarians on gender responsive budgeting, based on the curriculum developed. Any leanings will be incorporated to finalize the training curriculum /material.
Funding arrangements:
To be funded by Gender Based Governance Project.
7. TASKS AND RESPONSIBILITIES OF THE CONSULTANT:
Following the responsibilities and qualifications of the consultant is briefed as under:
Responsibilities:
i.        Specialist on Gender Responsive Budgeting:
Responsibilities:
·        Develop work plan for execution of the consultancy including mile stones, time lines and implementation strategy.
·        Map and review the existing training curricula developed by other organizations on gender responsive budgeting along with identified gaps.
·        The consultant will take into account the training requirements identified in the GBGS concept note to design and develop a one–day training module consisting of a manual, briefing paper for each proposed session, presentation slides and reference material for an interactive and participatory workshop on application of Gender Responsive Budgeting in legislative processes focusing on the following areas.
 
a.    Concepts and approaches to Gender budgeting
b.    Tools to analyze budgets from a gender perspective
c.    Good practices and lesson learnt from Pakistan and other countries
d.    Sectoral Analyses from a gender perspective
·        Hold consultations with GBG project staff, UNDP and all the stakeholders for soliciting guidance on the draft curriculums.
·        Effectively participate in curriculum review meetings and update the curriculum by incorporating comments of the review committee.
·        Conduct a one day capacity building workshop for women Parliamentarians.
·        Deliver a comprehensive workshop report.
