Experience:

At least 7 years of practical experience in community development with reference to natural resource management and sustainable human development. At least 5 years of work experience with any international agency or project of national significance on community development through a participatory process. Knowledgeable about participatory survey techniques, data analysis and report writing and qualified to train other in participatory community development. The District Manager should be a suitably qualified community development practitioner with special reference to social mobilization and organization of communities. He/She will closely work with local communities, line departments and NGOs, and will spend some 70% of his/her time in the field. Under the overall guidance of the Programme Director and direct supervision of the Project Manager, the District Manager will perform the following tasks

Description:
 

Background:
Bio Saline II (October 2006 – September 2010) aims at developing community driven sustainable farming systems for the rehabilitation of waterlogged and salt affected lands to improve livelihoods in three districts of Punjab namely Hafizabad, Jhang and Sargodha.
Scope of work:
Contribute to formulation, establishment, and operation of a successful participatory development process and Shall be the main link between the head office and the field offices/staff for implementation of programme interventions in accordance with the agreed work plan and getting feedback of the communities.
Supervise, guide and support Social Mobilizers by actually spending around 70% of his/her time in he field and compile reports of the participatory surveys and activities.
Provide leadership to the Social Mobilizers carrying out their assignment. Shall regularly monitor the performance and inspect on going PSI schemes in the field and report on these activities. Ensure that proper record of all activities i.e. demonstration activities, trainings, PSI and other programme related activities is maintained at the SM level.
Train effectively field Social Mobilizers under his/her supervision working directly with the people in the villages for social mobilization and organization of Community-Based Organizations.
Provide all logistical support for the community development activities and prepare communities for interventions to be made by other specialists of the Programme.
Identify suitable government officers and NGOs for training in social mobilization, needed for the success of their participation, as the programme expands into other areas.
Serve as the main conduit between the communities and the specialists bringing deserving communities to the attention of specialists for sustainable development.
Regularly collect gender disaggregated data related to social development for documenting the outputs / outcomes / impacts of the programme interventions.
Establish and manage the field office, including personnel, petty cash and the operation and maintenance of field vehicles.
Effective management/organization of staff and utilization of financial /logistical/human resources at the regional and district levels in accordance with PCOM
Submit a consolidated monthly progress report of the region, based on individual district/SM report with specific analysis /recommendations. Undertake any other relevant duties as may be assigned by the National Programme Coordinator / UNDP.
