Minimum of 7-10 years of demonstrated professional work experience, in the fields of environment and development sector, preferably in international development organisations. Working experience in conflict zones will be additional preference.

Description:
 

UN Joint Programme – Environment: Review the on-going work on Joint Programme on Environment (JP-Env) and contribute in preparing strategic plans and documents in five joint projgramme components of the JP-Env. Assist in internal and external coordination and follow-ups. Coordinate with bilateral and multilateral donors for resource mobilisation, Closely work with the focal points in the Ministry of Environment for priority setting against different outputs of the programme and for technical and financial resource mobilization. Results to be achieved: 1) Identify federal and provincial priorities for Joint Programme Component 1; 2) Establish linkages of Joint Programme Component 1 with other Joint Programme Components; 3) Resource mobilisation strategy; 4) Specify programme and financial reporting formats in consultation with UN Resident Coordintor’s Office.
Programme Development and Preparation: Formulate programmes and projects in the areas of environmental governance, natural resources management and energy efficiency & renewable.  This will involve: preparation of the TORs for consultants; identification, recruitment, and briefing of the consultants; organization of project formulation and appraisal process in close coordination with implementing partners, provision of technical review and specific inputs in writing from the perspective of UNDP Pakistan and its Environment and Energy Programme during the preparation of project proposals; managing the process of final appraisal and approval of the assigned portfolio. Assist in obtaining clearances from government, UNDP, Implementing partners, co financiers and organize appraisal meetings. Results to be achieved: 1) Finalise UNDP/GEF Project for the phase out of Persistent Organic Pollutants (POPs) under the Stockholm Convention; 2) Initiate the formulation of Mountain and Markets Project for the Northern Areas of Pakistan.
Programmes and Projects Implementation: Monitor the implementation of assigned programmes and projects against specific results through, inter-alia, participation in periodic field visits to areas that are considered as accessible by UN Department of Safety and Security (UNDSS); organization of and reporting on the Review Meetings etc., to ensure that projects are implemented and their outputs and impact being assessed in pursuance ofthe stated objectives and indicators. Review, edit and respond to project reports, ensure necessary audits and provide oversight for financial management. Results to be achieved: 1) Assist in implementation monitoring of: a) Species and Habitat Project; b) Junipers Project; c) National Environmental Information Management System Project; d) Finalisation and dissemination of the Final Report on National Capacity Self Assessment.
Evaluation and Reporting: Organise projects review arrangements, such as steering committee meetings, as outlined the projects/programmes documents. Assist in arranging mid-term, final and other evaluations – prepare TORs, hire personnel, plan and facilitate missions/ meetings/ debriefing, circulate draft and final report. Assist in meeting the Country Office and Corporate reporting requirements for the assigned portfolio. Use Results Based Management (RBM) for programme monitoring and reporting. Results to be achieved: 1) Backstop the Mid-term Evaluation Mission of Balochistan Junipers Project. This would not require travel to Balochistan.
Programme Synergy: Develop linkages with other on-going and pipeline initiatives of UNDP, particularly, for climate change adaptation and mitigation, natural resources management, industrial hazards and restoration of environmentally degraded pockets in the dry lands of the country. In addition with the current influx of internally displaced persons (IDPs), contribute to programme development to include environmental intervention in the early recovery programme design. Results to be achieved: 1) Provide feedback and assist in finalizing implementation arrangements in the context of environment for UNDP’s Programme on Peace and Development in North-West Frontier Province.
