Description:
 

Background
Pakistan’s poverty reduction strategy has successfully entered into second cycle with PRSP- II. The PRSP Secretariat underpins the government's institutional mechanism for poverty monitoring. In order to better monitor and access the outcomes of PRSP Ministry of Finance and UNDP Pakistan have jointly launched ‘Strengthening PRS Monitoring Project’ (2008-2012).
 
The purpose of the PRSP Monitoring is to strengthen institutional capacities for results-based monitoring and evaluation of poverty reduction strategies (PRS) and has the following three outputs:
 
1.      Public spending and allocations in pro-poor sectors analysed reviewed and analysed through a gender lens to better understand the contribution and needs of men and women
2.      Quality, collection, analysis and management of PRSP data improved at national and province levels
3.      National engagement in PRSP monitoring mobilized through participatory processes 
 
Tasks and Responsibilities
The Research Associate will be responsible for the following broad categories of function:
 
  1. To carry out data collection and data analysis of required assignments for developments of reports, proposals and presentations from time to time.
  2. Coordinate with the line ministries/departments for the collection of relevant data.
  3. To assist the National Project Manger, Research Specialists and Sector Specialists in the development, scrutiny and appraisal of project proposals and other related documents.
  4. To carry out web based research in the selected sectors, towards building up the knowledge base of the Federal PRS Secretariat.
  5. Assist in the development of Terms of Reference of resource persons (local & international) to be recruited for various project activities.
  6. Assist in maintaining project financial records or other office accounts.
  7. Assist in calculating and compiling costs estimates and projected budget requirements and preparation.
  8. Collect and review all invoices and ensure completion of supporting documents.
  9. Provide assistance in administrative and logistical arrangements for meetings, workshops, conferences.
  10. Undertake any other tasks assigned by the National Project Manager.
 
Qualifications and Experience
  • At least one year relevant experience in a proven research capacity. Have excellent English reading and writing skills, good command of MS office and Internet search. Should also possess experience in Financial & Administrative Management.
  • A master’s degree in Business Administration.
 
Supervision
The Research Associate would work under the overall guidance and supervision of the National Project Manager.
