A minimum of 3-5 year’s professional experience. Experience in the area of governance with any UN Agency and/or NGOs, familiarity with GoP structures and administration, including the political and legal system will be a distinct advantage. Knowledge of existing legal and policy instruments at global, regional (SAARC) and national level, on protecting people living with HIV/AIDS will be an asset.


Under the overall supervision of UNAIDS Country Coordinator, the Programme officer will be required to carry out the following tasks and such other related tasks, in order to achieve enhanced political commitment & support for HIV/AIDS prevention & control interventions in the country, as may be assigned by the National AIDS Control Programme Manager & UNAIDS Country Coordinator:


¨        Identify key policy makers at National, Provincial and District levels

o       Map of Parliamentarians/Key Policy makers at N, P & D levels to make a list of target individuals in respective areas

o       Convene advocacy/orientation sessions on HIV/AIDS with the identified policy makers in respective areas

o       Finalize list of target Parliamentarians/Policy makers based on their commitment to the issue and leadership potential


¨        Form Parliamentarian's Forum (especially Women) on HIV/AIDS at National & Provincial levels

o       Convene advocacy meetings with Federal & Provincial Health Ministers to form Parliamentarians Fora on HIV/AIDS

o       Establish 06 Parliamentarian's Fora on HIV/AIDS at National & Provincial levels and bring them on board for further awareness raising activities

o       Arrange briefing sessions for the forums through National and Provincial AIDS Programme Managers on quarterly basis

o       Involve the members of fora in community activities related to HIV/AIDS to indicate government ownership to the cause

o       Involvethe fora members in international, national and provincial level activities for enhancing their support and commitment

¨        Involve District level policy makers in HIV/AIDS Prevention & Control

o       Form District Nazims Fora on HIV/AIDS

o       Convene meetings of District Nazims fora in major districts for selected District Nazims to work out strategies for better involvement in HIV/AIDS prevention activities

o       Convene joint discussion sessions among DN, local NGOs, District hospital administration and other line departments on monthly basis

o       Ensure representation of vulnerable group/PLWHA in the meetings/discussions

¨        Monitor & Evaluate the project activities to ensure effective & efficient implementation

o       Regularly report about the meetings/workshops/discussions held

o       Schedule periodic monitoring visits for identification of contains/barriers and thereby plan solutions for the same 

o       Produce quarterly financial & physical progress report


¨        Prepare workshop reports and quarterly, mid-term and annual project reports;

¨        Perform other duties as required.
