Experience:

- The National Project Manager will have an expert knowledge of the development landscape, government systems and sound understanding of Gender issues.
- Demonstrable experience in program development, management and coordination.
- Masters Degree in Social Sciences or related discipline.
- Possess at least 5-7 years work experience of project development & management, preferably with the UN or international development organizations.
- Excellent written, computer and interpersonal communication skills.
- Experience of working with NGOs and Government is an added advantage.

Background:

The Gender Based Governance Systems project builds upon the lessons learnt from the Women’s Political School (WPS) and the Gender Mainstreaming through Planning and Development (GMP&D) projects of UNDP’s Gender Support Programme (GSP). WPS focused on women councilors capacity enhancement and was intended to institutionalize gender based governance through appropriate capacity enhancement of women councilors and relevant training institutions. The implementation experience of these two projects points to the necessity of putting in place an innovative implementation mechanism, benefiting from the previous experience of working with reform champions.
 
Gender Based Governance Systems is designed as a sustainable, long-term initiative to institutionalize the process of enabling and empowering local representatives particularly women to raise their issues and concerns in policy agenda. The major contribution of this project will be capacity building of a myriad of stakeholders which include government officers, local government representatives, parliamentarians and provincial assembly representatives. The strengthening of institutional capacities of relevant training organizations, institutes and governmental departments will be considered vital for the sustainability of the capacity-building process beyond the period of the project. This will be done through; representation of the concerned organizations, institutes and departments in the Project Advisory Board and Project Review Boards; involving them in the development of the curriculum; engaging their faculty/staff in delivery of the training; utilizing their premises and facilities; sharing of information and materials; and provision of training to their faculty/staff who will deliver the trainings to the stakeholders. The programme from the initiation stage will house itself in the relevant training institutes to ensure that there is increased capacity within training institutions; including local government training academies, National School of Public Policy and other government training institutions, organizations like civil society and academic institutions; and government departments to devise and deliver quality trainings to public representatives and officials. GBG also supports government on forthcoming population census which may include capacity building of public servants, especially for the prospective enumerators.
 
 

Tasks and Responsibilities:
 
The tasks and responsibilities of the National Project Manager include:
 

Coordination:

• Provide strategic coordination support to all partners through information provision, convening of thematic coordination forums, meetings or orientation sessions as appropriate.
• Identify areas for building synergies between partners, highlight duplication of effort, while actively building productive relations with microfinance stakeholders and partners.
• Harmonize project interventions with those of other Donors/International Development Organizations in pursuit of effective and efficient implementation. Identify areas for cooperation to generate increased recognition of UNDP gender equality initiatives in Pakistan.

Monitoring and Reporting:

The National Project Manger will be required to carry out monitoring of the project to ensure that it is achieving the required targets, and to submit the following to the Government, UNDP and GSP:
• Annual project work plan submitted within 15 days of the end of the calendar year.
• One bi-annual progress report and one annual progress report within 15 days of the end of the half-year or year respectively. The reports will be strategic monitoring tools addressing:
o Consolidated sub-project results and impact
o Key implementation issues and risks affecting work-plan implementation and proposed mitigating strategies.
o Document experiences and strategic lessons learnt.
o Budgetary and financial expenditure details.

Implementation:

• Support the National Project Director in the implementation of the project.
• Prepare annual management unit support work-plan and budget.
• Facilitate the convening of Project Steering Committee meetings.
• Assist project implementation in close collaboration with the Program Officer, and the Gender Support Programme (GSP) to ensure conformity and coherence with project outputs and compliance with PCOM procedures. For example facilitate recruitment, subcontracting, procurement processes to expedite project delivery.
• Facilitate timely budget revisions to ensure effective delivery.
• Select, recruit and supervise the federal project administrative staff, and assist the National Project Director (NPD) and other project staff  to hire resource persons and technical experts (as and when needed) to carry out the project work plan activities.
• Provide substantive inputs to the project, particularly to its implementation and development.

Resource Mobilization:

• To assist in the mobilization of external resource pools for project partners and prepare agreements in line with resource pool requirements.
• Manage the mobilization and provision of inputs of the project and production of outputs, according to the project document and the procedures provided in the PCOM.
