Macro Economist with Public Finance Specialization
Short-term consultant for UNDP Project “Strengthening MDG Monitoring and Reporting Capacity of the Planning Commission”

The UNDP Pakistans project “Strengthening MDG Monitoring and Reporting Capacity of the Planning Commission” is to provide a team of experts to the Planning Commission in order to strengthen the MDG related data analysis, develop scenarios for putting Pakistan on track towards its MDG targets, and use those scenarios to contribute to the next Five Year Plan (2005-2010). The project is also expected to identify strengths and weaknesses in existing national statistics related to MDGs.
A project team will consist of three experts (i.e., Monitoring and Evaluation Expert, National Statistics System Expert, and Macro Economist with Public Finance Specialization) and a Research Assistant. The team will collectively be responsible for final report and workshop; however, for consolidation purpose, M&E Expert will be responsible for compiling the work of the team and submission of the final report and proceedings of the workshop to UNDP.
Under the overall guidance of Resident Representative of UNDP and direct supervision of both Chief Economist, Planning Commission and Deputy Resident Representative, UNDP, the Macro Economist with Public Finance Specialization will undertake the following tasks
Survey the available literature analyzing the past trend of Pakistans progress towards achieving social targets.
Suggest intermediate annual targets to assess if short and medium term targets are aligned with the long-term MDG Targets.
Develop scenarios for identifying the desirable rates of budgetary resources contributing to achieving MDG Targets of Pakistan.
Using available data, establish linkages between required actions, priority programs and budget provisions to achieve the MDG Targets.
Analyze policies and identify actions to be taken at policy level to ensure continuous pace towards achieving the goals.
Inputs for the Analytical Report on MDG Monitoring and Reporting Capacity of the Planning Commission and documentation of the above responsible tasks if not included in the report
A national workshop to present findings and its proceedings
Strong quantitative analysis background, with experience in empirical work and developing macroeconomic scenarios
Ability to handle and analyze primary data
Ability to work both independently and as part of a team, as well as complete work in a timely manner
Strong report writing, coordination, and inter-personal skills
