Monitoring and Evaluation Expert
Short-term consultant for UNDP Project “Strengthening MDG Monitoring and Reporting Capacity of the Planning Commission”

Duration February – April 2005 (3 months)
Duty Station Planning Commission, Islamabad

The UNDP Pakistans project “Strengthening MDG Monitoring and Reporting Capacity of the Planning Commission” is to provide a team of experts to the Planning Commission in order to strengthen the MDG related data analysis, develop scenarios for putting Pakistan on track towards its MDG targets, and use those scenarios to contribute to the next Five Year Plan (2005-2010).  The project is also expected to identify strengths and weaknesses in existing national statistics related to MDGs. 

A project team will consist of three experts (i.e., Monitoring and Evaluation Expert, National Statistics System Expert, and Macro Economist with Public Finance Specialization) and a Research Assistant.  The team will collectively be responsible for final report and workshop; however, for consolidation purpose, M&E Expert will be responsible for compiling the work of the team and submission of the final report and proceedings of the workshop to UNDP. 

Under the overall guidance of Resident Representative of UNDP and direct supervision of both Chief Economist, Planning Commission and Deputy Resident Representative, UNDP, the Monitoring and Evaluation Expert will undertake the following tasks


Develop a comprehensive inventory of input and output indicators inclusive of those required for the Medium Term Development Framework (2005-10) and those given in the Poverty Reduction Strategy Paper.

Assess the information needs and evolve a system of feedback to the producers for improving information content of the data to be provided for monitoring exercises required for MDG.

Identify interdependence between the indicators (both with time lag and concurrent) for establishing checks for proper reporting.

Identify the specific areas of interventions to facilitate implementation and monitoring of the targets of MDGs.

Establish criteria for selection to associate civil society organizations and other stakeholders in the monitoring process.

Analyze policies and identify actions to be taken at policy level to ensure continuous pace towards achieving the goals.

Prepare an analytical report on MDGs monitoring and capacity building in Pakistan to be reviewed by the Peer Group.

Measurement methods are to be refined and institutional capacity of the Planning Commission to be developed to provide information for monitoring on a timely basis.

Develop capacity of the Planning Division through on-the-job training of relevant personnel by working together with M&E Expert.


Analytical Report on MDG Monitoring and Reporting Capacity of the Planning Commission and documentation of the above responsible tasks if not included in the report

A national workshop to present findings and its proceedings

Other Requirements

Extensive knowledge on MTDF, PRSP, MDGs and related input/output indicators

Strong quantitative analysis background, with experience in empirical work

Ability to handle and analyze primary data

Ability to work both independently and as part of a team, as well as complete work in a timely manner

Strong report writing, coordination, and inter-personal skills
