The One UN Programme was signed on February 4th, 2009 by the Resident Coordinator of the UN and Secretary of the EAD marking the beginning of the implementation phase of the UN Reform process in Pakistan.
To facilitate the coordination of the implementation process, a coordination unit has been housed in EAD/UN unit. The unit will be responsible for coordinating and facilitating all the reform related activities with the relevant Government bodies.
The Reform process in Pakistan include Five Thematic Areas and Four Cross Cutting Issues:
Joint Programs in the five focus areas:
i. Agriculture, Rural Development and Poverty Reduction
ii. Health & Population
v. Disaster Risk Management
The four cross-cutting issues of human rights, gender equality, civil society engagement and refugees are an essential part of the One Program. The Government and the UN Country Team are committed to addressing those issues in a holistic and integrated manner, ensuring that they are treated harmoniously within the Joint Programs.
q Support the Joint Secretary to deliver and coordinate programmatic issues related to UN Reform and the ONE PRogram on behalf of the EAD
q Fast Track ONE Program issues in EAD
q Track and support EAD in communicating with various line Ministries involved in Delivering as ONE in terms of program documents and coherence between and amongst DaO participating agencies
q Facilitate in prioritizing DAO clearance at EAD
q Provide Desk review assistance on ONE Program documents for EAD
q Participate in Government-UN meetings and workshops, providing substantive support by analyzing documents for EAD, and follow-up regarding implementation of decisions;
q Liaise and Support the Provincial Ministries through the implementation phase of the Joint Programmes
q Liaise and support coordination with the RCO and UN agencies
q Collecting background material and forwarding correspondence to relevant agencies.
Secretarial support to HLC and executive committee for one UN reform process.
Secruting and examination of the proposal presented by the HLC and executive committee.
