Experience:

Minimum 10 years experience of working at responsible positions.
Experience and knowledge of preparation, implementation of projects and development programs at the Federal, Provincial and Local level.
Experience of working with the civil society and non-governmental sector.
Familiarity with monitoring and evaluation systems.
Familiarity with current government policies and programmes in the field of environmental governance, policy coordination, indicators of sustainable development, monitoring implementation of Millennium Development Goals and Targets relating to environmental sustainability.
Demonstrated ability to generate and sustain a policy dialogue amongst diverse stakeholders.
Excellent management skills. Proven record of operationalzing and managing projects preferably in the public sector.

Description:
 

Under the overall direction of the Secretary, Ministry of Environment, the National Programme Coordinator (NPC) would be responsible for the following:
• Establishing a Coordination and Implementation Unit in the Ministry of Environment, Government of Pakistan.
• Coordinating with other units of the Ministry and provincial governments and other agencies to initiate immediate, medium term and long term actions under the Programme.
• Organizing and preparing analytical reports and background papers.
• Distributing the project activities; monitoring the status of the implementation of decisions and coordinating follow-up actions.
• Coordinating the preparation of inter-agencies agreements, liaising with the different ministries and donors and private sector in establishing an optimal outcome;
• Prepare work plans for the establishment and operationalisation of the Unit. Ensure timely implementation of the activities and their delivery.
• Organize meetings, seminars and consultations to achieve the objectives.
• Lead and supervise the project and carrying out administrative and technical measures.
• Prepare Terms of References (TORs) for required inputs  i.e. individual and institutional consultancy services, procurement of goods and services, organization of training, seminars, etc. and  expert technical support as required.
• Develop and update a communication and management plan.
• Monitor financial flows with required checks and balances in place.
• Carry out any other relevant duties identified for time to time by the Ministry.
