The United Nations Secretary General constituted a High Level Panel on UN Reform (UN System-wide Coherence) at the global level of which Pakistan is Pilot country. The reform’s objective are too reduce fragmentation and improve efficiency and effectiveness within the UN and within government towards better development service delivery. A key recommendation is to establish ‘One UN’ at the country level with one leader, one programme, one budgetary framework, one management practice, and wherever appropriate, one office. “Delivering as One” in Pakistan is the result of a UN Reform process that will bring together the strengths of all UN agencies to increase efficiency and efficacy in a transparent and accountable manner for better service delivery to the beneficiaries and coordination and support to the Government, Donors and implementing partners, contributing significantly towards human development for the people in Pakistan – especially the Millennium Development Goals (MDGs), United Nations Development Assistance Framework (UNDAF) and Poverty Reduction Strategy Paper (PRSP) that outline government priorities – and to deliver humanitarian assistance when necessary and further aligning its activities with national priorities and procedures in line with the Paris Declaration on Aid Effectiveness.
The Reform process in Pakistan include Five Thematic Areas and Four Cross Cutting Issues:
Joint Programs in the five focus areas:
i. Agriculture, Rural Development and Poverty Reduction
ii. Health & Population
v. Disaster Risk Management
The four cross-cutting issues of human rights, gender equality, civil society engagement and refugees are an essential part of the One Program. The Government and the UN Country Team are committed to addressing those issues in a holistic and integrated manner, ensuring that they are treated harmoniously within the Joint Programs.
The planning phase of the ONE UN in Pakistan is coming to completion and the implementation of the ONE UN Program will begin in 2009.
The RCO Resident Coordinators Office is responsible in coordinating the process in Pakistan. The RCO team is committed to provide the support through the Operations and Management Team which will assist the RCO in supporting the Business Harmonization team and the Administrative Agent for the UN Pilot.
5 to 7 years of progressively responsible administrative or programme experience is required at the national or international level. Excellent computer skills, office software packages (MS Word, Excel, Power point etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.
Under the guidance of the Senior Coordination Officer and direct supervision of the Coordination Support Officer, the Coordination Support Associate provides support in execution of services in the Resident Coordinators Office by managing data and facilitating UN Reform activities during the implementation phase. The Coordination Support Associate promotes a client-oriented approach.
The Coordination Support Associate may supervise and lead other coordination support staff of the UN Coordination Unit. The Coordination Support Associate works in close collaboration with the operations management unit, M&E and communication unit teams of the UN Agencies and UNRCO staff for resolving complex one UN programme-related issues and information delivery.
- Ensures effective support to the coordination support team towards the coordination and implementation of the one UN programme focusing on achievement of the following results:
q Presentation of information/ reports for identification of areas for support and interventions.
q The ONE Program implementation process
q Coordination and preparation of UN Reform instruments like the Common Country Assessment (CCA), United Nations Development Assistance Framework (UNDAF), Results Matrix, Joint Strategy Meeting and Resident Coordinator’s Annual Report for Pakistan;
q Editing and writing of reports
q Monitoring and provision of assistance to inter-agency working groups and committees.
- Supports preparation and implementation of the RC Work Plan focusing on the achievement of the following results:
q Facilitate various proposals development and inputs towards the RC Work Plan and reports.
q Secretarial and logistical support for UNCT Retreats to review the annual work plan and other UNCT meeting.
- Provides support to Coordination Support Officers, Joint Programs support Officers and TWG on focusing on the achievement of the following results:
q Coordination of programmatic issues
q Participate in Heads of Agencies, Inter-Agency Thematic working groups, Core Committees, UN-Government of Pakistan and Donor meetings, workshops and retreats, providing substantive support by preparing agenda, working papers & minutes, and follow-up regarding implementation of decisions;
q Coordination and facilitation of the visits and meetings of Senior officials of UN/non-resident agencies/programmes and preparation of background material;
q Provide support in promoting an effective dialogue and facilitate increased communication between the RCO and TWGs;
q Liaise and support through the implementation phase of the Joint Programmes;
q Liaise with, and support the 5 TWG;
q Provides DaO programme regular content for the RCO communication team for the UN System website;
4. Provides support to the implementation of the resource mobilization strategy focusing on achievement of the following results:
q Analysis of information on donors, preparation of donor’s profile and database, maintenance of the database, establishment of contacts with donor counterparts.
q Provision on technical and logistical advice/ support to mission of agencies without field representation.
q Track and support various TWG towards DaO in terms of program documents and coherence between and amongst DaO participating agencies;
